Administration

OGI Report – ESRI Agreements are moving along, no complaints as of now but there is a fear of issues arising.
OGI has a meeting with MSDIS and a few others soon to document what MSDIS is currently doing and define the expectations moving forward.
Tracy will be retiring at the end of February and David Nykodym (David.nykodym@oa.mo.gov) will be stepping up as Interim OGI director

MSDIS Update – November 2024 Updated Data – St Louis Imagery Consortium 2022 Imagery – thanks to the continued support of ESRI’s Arthur Crawford, I expect to soon be in possession of a copy of the 2022 imagery purchased by the St Louis Imagery Consortium. For those unfamiliar with this project, imagery is flown of the St Louis region every two years. When a new flight is delivered to our colleagues in St Louis, MSDIS is given a copy of the imagery that was flown two years earlier. – 2024 6” Resolution Southern Missouri Imagery – I have no updates about the delivery of the 2024 imagery. I had previously anticipated receiving the data around the week of Thanksgiving, but that estimate was based solely on the previous two statewide imagery products. Since these data are not yet in my possession, their addition to the current roster of MSDIS services will, quite obviously, be delayed. Please note that this is not a clever lie meant to stop people from asking when I will make the new imagery available. I genuinely do not have the data and do not know when to expect it. MSDIS General News A New Image Server Forward progress on the new image server has been temporarily paused as we deal with annual ESRI license renewals. Once I am certain that our existing infrastructure will continue working after the current license expiration date, I will circle back to finishing the setup and deployment of the new server. At a minimum, I still need to establish a public-facing URL, install a security certificate, complete the IIS modifications, and configure Web Adaptor. AWS Open Data Having received no pushback after my October 2024 report, I had intended to move ahead with the AWS Open Data application. During my first attempt at completing the application, I was contacted by a representative of the Taylor Geospatial Institute with an offer of assistance towards converting MSDIS’s imagery collection into Cloud Optimized GeoTIFFs. The utilization of COGs is something that has been percolating in the back of my mind since the Clearinghouse Summit in August. At least two other MAGIC Clearinghouses are currently using this format for their cloud-based deployments. Having sat down for a brief conversation with TGI about how we can move forward together, I still plan to complete our AWS Open Data Sponsorship application before the end of the year. I believe the best course of action for moving forward will be to treat both the AWS program and the creation of COGs as two wholly separate tasks despite the obvious connection between the two. Donate Directly to MSDIS As a reminder, if you or your company would like to help support end-of-year awards for my undergraduate interns, the MSDIS Excellence Fund, is open to the public and able to accept donations. As MSDIS’ place in the world continues to rapidly expand and my attention is pulled in several different directions, my cadre of students are being asked to do more and more complex work. For example, Brennan Meyerhoff has recently completed work on a map request from our partners at the Missouri State Library and the recently updated MoDOT data were prepped for distribution and posted by Rachel Riley. Both Brennan and Rachel, along with Simon King, have also been helping with assessing the viability of the AWS Open Data Sponsorship Program. MSDIS Downtime No downtime was reported during November 2024. Server Statistics While I am still no longer able to report server statistics, MSDIS server logs remain publicly available for those interested in examining the raw information.

Treasurer’s Report – No changes, total remains at $32,445.96.

Membership Report – No changes from last month, 35 members, 18 quorum, 3 vacancies. Lucius Creamer will be filling the SEMA roll soon.

By-Laws Report – No Report

Committee Reports

Data Development – MoHIC signed with WSP to 1.4 million dollar contract to create community floodplain inundation stacks. It has not yet been defined what a “community” will be classified as. This data will be added to the National Watershed

NG911 – Final tile production is underway to give to Tom. Once tiles are completed, they will be converted to county mosaics at UTM and State Plane projections.

Legislative – No reviews or edits were received from OA on December 1st. Tony went to prefile, but Senator Roberts submitted prior language, the two bills are different from each other and what we put together. Will be waiting for final OA edits and waiting to change language on the bills so that they match up.

Conference – Abstract submissions are now open. Chris to check when registration is set to open.

Education – Tara will be doing a workshop & reaching out to people to come to the conference! NGA is wanting to attend in some fashion.

Presentation

Emily Wilson, University of Connecticut Extension, gave a wonderful presentation on the road to legislation and the need that was shown within the state for a coordinating body. While there were a lot of needs, it was evident that a key need was that data was spread out and often hard to find unless someone knew where to look. They sought to be proactive not reactive. In 2013 the council was disbanded and through efforts a senator brought a line forward in 2019 that sparked the flame to bring a coordinating body back together. A taskforce was formed to see how other states were doing this and despite a pause due to COVID, there was support shown from the inside which was not only needed but a major hep in moving things along.
