Minutes Approval – Motion made to approve minutes from the prior meeting. Motion approved unanimously.
Administration
OGI Report – MOA between State and MSDIS is approved and moving forward. Starting to plan for GIS day in November. Will be reaching out to see who might be interested in setting up a table or wanting to partner or participate in GIS day. Last year’s GIS day was great for exhibitors. Question about if OGI has had anyone come to them about the flooding in Texas and our own preparedness. Nothing at this time. KY3 did tell folks to check the FEMA flood maps if they have concerns about their own home or places they maybe going when it comes to flood hazards. They do not necessarily account for flash flooding that can be an extreme event beyond standard modeling.

MSDIS General News
As is tradition, the overwhelming majority of June was spent taking stock of where MSDIS is and where it needs to go. This year, that has taken the form of keeping a close eye on the new server and the two 6” resolution statewide imagery services, planning out conferences and guest presentations, completing outstanding map requests, and working with Mizzou and OGI on the MSDIS funding MOA.
MSDIS/OGI Funding MOA
I am pleased to report that the MSDIS/OGI funding MOA has been signed, notarized, delivered, and finalized. I’m grateful for all the work that David Nykodym and his team at OGI put into completing this process, and to Tracy Schloss for getting the ball rolling before her retirement.
I would also like to thank Tiffanie Meyer, Phillip Yawson, Sonam Patel, and Casey Forbis for all the amazing effort they put in to maneuvering this agreement through the various and sundry gears of oversight. This literally would not have been possible without their assistance.
As previously mentioned at the 2025 MSDIS Update, even with this MOA finalized, bringing MSDIS back up to full strength will take time. I have already started reaching out to some of my undergrads to gauge their interest in transitioning to paid internships, and I should be able to start spinning new servers up once a PO has been generated, but hiring fulltime staff will be a much slower task. Your continued patience will be critical to see this process through to the end.
AWS Open Data
I am still pursuing the AWS Open Data Sponsorship storage, but that work has taken a backseat to the funding MOA.
MSDIS Downtime
No downtime was reported during June 2025 however there was a reported disruption with the availability of the statewide 6” resolution dynamic service at 1:16 PM on Thursday 03 July. After restarting the service via Server Manager, the problem seemed to be resolved. This disruption did not appear to include the statewide 6” resolution cached service.

Donate Directly to MSDIS
If you or your company would like to help support end-of-year awards for my undergraduate interns, the MSDIS Excellence Fund, is open to the public and able to accept donations. As MSDIS’ place in the world continues to rapidly expand and my attention is pulled in several different directions, my cadre of students are being asked to do more and more complex work. Even a small donation to the Excellence Fund helps provide Team MSDIS with some well-earned bagels and coffee.
Send of Letter of Support to Mizzou
Let’s face it, Mizzou is a big place and MSDIS doesn’t have a lot of time to advertise. If you think we’re doing a good job, or even just a solidly okay job, fire off an email to the President’s Office or to the Dean of Arts and Sciences.
Share Your Data With MSDIS
MSDIS doesn’t just deal in 6” resolution imagery. If your town/city/county/regional planning committee/state agency/whatever has some cool data that can be shared with the public, send it over! If I get enough local data, I can either add a new section to the current Hub site or spin up a whole new clearinghouse just for smaller datasets.
Write Your Metadata
All the cool kids write their metadata.
Support the NG911 Data Collection
NG911 data will likely be the next great challenge for MSDIS, but it is also an incredibly important leap forward for Missouri’s GIS data catalog. If you can, please submit your data to the program.
Support Aerial Photography and LiDAR Collections
I don’t love the idea of a whole new aerial photography collection while I’m still finishing up work on the last one, but it is impossible to overstate the value of current, high-resolution imagery and LiDAR data. If your town/city/county/regional planning committee/state agency/whatever is interested in helping support the cost of another collection, please reach out to the MGISAC.

You came to the conference, so you might as well come to the monthly meetings! MGISAC meetings are open to anyone who wants to attend and cover a range of topics including OGI activities, data development plans, GIS-related legislation, and the occasional guest speaker. If you’re interested in attending, please email MSDIS for an invite.
Treasurer’s Report – 38462.01 balance. 1699.50 for NSGIC membership renewal. Still waiting for it to hit the account. Seems every year the charges don’t go through right and it ends up being an ordeal but it’s good now for another year.

Committee Reports
Data Dev – MARC is gauging interest in a 2026 leaf-off flight. They do this often in the KC area. There’s also an option to buy up to 3inch orthos. Also looking for some people to part of an imagery workgroup. If interested in learning more contact jgoldman@marc.org. Are planning to submit a USGS 3DEP application in the fall. If interested in capturing Lidar let Tim know. Question about USDA-RD contribution to this ever. USDA has historically paid for the majority of the Lidar but RD is a rural specific offset of USDA as a whole and it might be good to reach out to that division individually.
2 surveys going together. One looking at data and another looking at GIS use and council value. Looking to send those out soon. Would appreciate if folks would fill them out when they get them.
Communication, Marketing, Outreach – Happy to hear from folks interested in participating. Ready to get back started after the holiday. Looking to get a meeting in the St Louis area. Seiler has offered to host that meeting when we decide to go that direction. We are having outreach meetings for the first Thursday of each month.
We will be looking to update the website once the renewals are cycled through.
Legislation – We are resubmitting the language and work with some additional folks. Trying to submit what was approved in senate last year and submit very early.
Education – Our Story Map is updated. Took out what our focus for the year is. Last year’s focus was the conference. Several groups are in transition right now so we are going to swap to promoting events and provide a space to promote and celebrate events around the state. Removed educator opportunities since there aren’t really any right now. Added MO Story Map contest winners. ESRI used to do the contest for the national level but have stopped. Some local folks have picked it up for the state level. Next round of story map contest will start in January. Going to try to get the outreach for it ready this fall. Maybe by GIS Day. Lindenwood will have a GIS event too. WashU will be focusing on emergency response for their GIS Day this year. No GeoResolution this September, so that month is open now if someone wants to plan something. An early GIS day might be good to spread some of the events apart. State, Lindenwood, WashU, SLU all doing GIS day events. ESRI education summit starts Saturday. Tara will be presenting at it. Will bring back updates. New era starting in ESRI k-12 resources and outreach. Junior Scholar publication possibly starting up for undergrad students to have a place to get some recognition. This is open to students at other schools, not just Lindenwood/St Louis students.
Liaison Reports
NSGIC – Today there are a few different meeting/discussions. Accessibility roundtable 1-2pm. Following that is the 3DEP user group meeting. GeoWomen’s standup is tomorrow 11-noon. Open to everyone, not just women. Going to meet with Tony tomorrow to gather information so we have a cohesive report going into our annual meeting.
Cooperating Agencies
USGS – Elevation MO Southeast project unit 1 has been accepted and should be available any day. Unit 2 corrections just submitted yesterday. 3 county project has been selected. Waiting on vendor. Hydrography for central part of state had modification to include phase 1 and 2 in one project currently. 17 watersheds. Proposal for hydrography or elevation will be live in August. August 6th there’s a webinar to go over applying for proposal.
NRCS – Nothing to report. Keeping track of budget to see what money is left to see if they can go further east. USGS-RD hasn’t contributed specifically in the past. This project isn’t really on their radar.
Open Discussion
Presentation ideas. Want to get back to having presentations at the meetings. Please send ideas to Zack. Might be able to GMA discussion. MMA having meeting next month at Kinderhook in Camdenton. Going to be several different folks speak at that.
Next week is ESRI user conference. If you are going maybe we can do a Missouri Meetup.
