Administration
OGI Report – GIS day was in November. They had a quick writeup in commissioner’s letter to pass on to put up on website/social media. Supposed to have quarterly meeting with CIO that needs rescheduled for the holiday. In the final stage of approval to of RFP to go out for vendors.
MSDIS Report – November 2025
New Data
•The 11 County Southeastern Missouri LiDAR DEM service has been posted to the LiDAR directory of MOImagery: https://moimagery.missouri.edu/arcgis/rest/services/LiDAR/MO_SE11County_2024_B24_UTM/ImageServer
The current service is still a rough draft, as there are some seamlines in the overviews that I’d like to get rid of. This will be a placeholder until a dedicated MSDIS LiDAR server is created and the LiDAR services are transferred to a new home.

MSDIS General News
Big thanks to OGI for hosting another successful GIS Day event. I enjoyed co-presenting with Katilin Belk about MSDIS and the MGISAC and can confirm that we had at least a few new Listserv signups as a result.
MSDIS/OGI Funding MOA
I believe the four new virtual servers I requested have been built and are ready for ArcGIS Server to be installed. As a reminder, two of these servers will replace MOImagery and StateImagery. A third will be the new home for all current LiDAR Data. The fourth will serve as a development server so I can finally have sandbox for testing things without fear of causing a cascade of catastrophic failures. These deployments will not take place until 2026.
State Training
I’m very pleased to report that the first MSDIS/OGI GIS training was a success. The participant feedback has been overwhelmingly positive, and I can’t wait to schedule another Intro to ArcGIS Pro course. I have not picked out a date for the next session, but my goal is to schedule something for late January/early February.
As with any educational process, I learned a lot from this, too. The next workshop we offer will be a copy of the November session, but MSDIS is already working on adjusting the current curriculum to correct for some of the speedbumps we ran into.
Huge thanks go out to MSDIS interns Peyton Smith, Rachel Riley, and Joshua Stender, without whom this training would not have been possible. The outline, schedule, and overall design for the intro course is all thanks to Peyton’s hard work, Rachel was integral in refining the slide decks, and Joshua provided such excellent classroom support to some of the workshop attendees that I had to clearly state that none of the agencies present were allowed to hire any of my students away until they successfully graduated.
Reference Maps
Our statewide reference map program is close to its first real benchmark. Once we finalize the text for data sources, we will begin a limited production run for a variety of different Senate and House districts to request feedback.
MSDIS Downtime
No downtime was reported in November 2025.
Treasurer’s Report – $36,119.48. Question on whether we are sponsoring MAGIC again this year and when do we need to do that? Vendor registration is open now. Booth $500. Sponsorship $250. It is April 14-16th, 2026.
Committee Reports
Data Development – Southern 25 county Lidar collection has started. 22% complete roughly. Goal is to complete by the end of February. This is through the 3DEP funding. Discussed some other things that will come up later. Keeping funding going is always a challenge. Last meeting for Ryan. He is moving out of state. No replacement for Data Dev chair yet.
Conference – Had meeting yesterday to go over the RFP for the conference. Will be sending it out after the holidays. Requesting it be returned by the end of February. Time to starting thinking of themes so we can get a logo together. Tracy had graphic designer at state do this for us in the past. Going to see if we can still have them put us together a quick logo once we have a theme.
Education – Successful GIS day. Had more school age students this time that were forced to come. Good to get them exposed to GIS before they get to college so they know it’s an option. Missouri Story Map Contest is live on the website. It’s finals week so the story map isn’t up to date but Tara will get to it. WashU did events throughout the whole week. They did data product previews and presentations from GIS users and equipment showcases, as well as much more.
Legislative – Prefiling has begun. Our language has been pre-filed. HB2268 is our bill and has been filed. SB959 was filed but with the old language, so we have once again been ignored despite attempts to reach out to Senator Roberts multiple times. Once prefiling is complete Tony will go through and see what is out there that may impact GIS. Committee will start meeting in January.
Liaison Reports
NSGIC Report – Long awaited GMA grade is here. This is a new grading rubric so we can’t really compare it to our prior scores. We have overall gone down in every category that we could from earlier. A lot of this is still in review and being finalized so we don’t really have a final grade. Mid-year meeting is back in DC and they are focusing on advocating for this. Going to be in meeting to work on how NSGIC defines a council.
Why does GMA matter? It addresses the NSDI (National Spatial Data Infrasturcture). Can use it to show where we need help or where we are doing well to get funding or continue funding.
Cooperating Agencies
USGS – We are having a representative change due to another retirement. Down 10 of 24 people so shuffling will be going on since there’s still a hiring freeze. Mitch will be moving to a new spot in USGS. Cyndi will be taking over on the council She’s been with USGS since 1999. Southeast counties 3DEP elevation has been distributed. Available online now. Working on southwest counties McDonald and Barry will be collected at QL1. Hydro project work unit 1 is moving through the system toward validation. No timeline on that one yet. Hopefully by mid-summer data will be available.
Open Discussion
February council meeting falls on a holiday. Need to move it. Zach has conflict the week before. Jenn has conflict the week after. Motion to move meeting to Friday the 13that 10am virtual-only. Motion seconded. Motion passes unanimously.
