MSDIS General News
MSDIS welcomes Katilin Belk
As many of you saw in one of my earlier emails, it is my distinct pleasure to finally be able to announce that MSDIS has hired Katilin Belk in the role of GIS Specialist II. Katilin will begin her time at MSDIS managing some of the research and grant-funded projects that I have been associated with over the years, as well as taking on a major role in the district map project that has stemmed from the expansion funding. These projects are critical to MSDIS’ continued success and will benefit from the new perspective that Katilin brings to the team. Thanks to her prior experience, Katilin will also assume the role of LiDAR manager once she is comfortable navigating the MSDIS architecture. As with all things related to the clearinghouse, though, this is not a process I intend to rush. This is a huge leap forward for the clearinghouse, and I cannot tell you how excited I am to have someone with experience using LiDAR data on Team MSDIS, but I would politely ask everyone to give Katilin time to acclimate to her new role.
Server Replacement and Migration
With the holidays behind us, the first order of business for MSDIS in 2026 is setting up our new servers. This will be another slow rollout to minimize outages and/or disruptions, but many of our users will need to revise their links to MSDIS services once this process is completed. LiDAR services on moimagery.missouri.edu, for example, will move to a completely new server, and it is very likely that the non-LiDAR services on moimagery.missouri.edu will all have a new URL. My current intention is that the statewide services on stateimagery.msdis.missouri.edu will NOT move to a new URL.
State Training
While I have not confirmed a date for the next state training session, my current goal is to host another Introduction to ArcGIS Pro workshop in mid-February. I will share more details as they become available.
Reference Maps
Unfortunately, very little progress has been made on our reference map program since my last update. We haven’t made any changes to the current layout drafts and still need to finalize the last few data sources. Once these steps are completed, Team MSDIS will select a small group of Missouri legislative districts to contact for feedback.
MSDIS Downtime
No downtime was reported in December 2025.
MSDIS Traffic
As many of you know, these reports used to include brief server utilization summaries. Those summaries were discontinued when I was unable to move our Sawmill account to the new MSDIS servers. The absence of those metrics has been a significant source of frustration for me for well over a year given that they provide valuable insight into who is using the clearinghouse.
Over the holiday period, I spent several days working with ChatGPT to generate a python script for analyzing our server logs. I believe I have the beginnings of a functional and accurate reporting system to replace our previous metrics but will continue tinkering with the code for a little longer. I need to run the new code against old logs to confirm that the numbers are relatively consistent. Once I am happy with the new reporting tool and confident in the output, I will include those metrics in these reports.
Treasurer’s report-$36, 119.48. Katilin secured sponsorship for the mid-year meeting so we have some budgeted funds to possibly spend elsewhere or swapping to put it toward the annual. Our budget has money set specifically for the mid-year but amending to the annual shouldn’t be an issue. Question about the friends of magic sponsorship. We are budgeted $500 for it. Just need someone to sign up the sponsorship.
Committee Reports
NG911 report- coming down to the end of the grant period. Several of the projects are completed. We continue to request counties and PSAPs to submit their data for validation. Question about data availability. Since data isn’t finished it’s not yet available but the goal is to eventually make it available for download. Legislative session has begun. Hoping to find more money to continue program.
Education report-no report
Legislation report- email went out a few days ago regarding bills filed. HB 2268 was filed by Representative Taylor. This is our bill. It’s not yet assigned to a committee but it’s on its second read. A second bill has been filed. HB 2633 is old language filed by Representative Murray. SB 959 is also old language filed by Senator Roberts.
Data Development report-committee looking for a new chair now that Ryan has changed jobs and moved. This is one of our most active committees. Data acquisition, fly overs, liar, and a lot of coordination for money pooling discussions go on here. 80% of the 25 county lidar acquisition is complete.
Liaison Reports
NSGIC report-not much development with the GMA at this time. State responses were due Monday but we don’t yet have all of our updated and finalized grades. We are waiting on imagery grade.
The mid-year is in DC and there will be a day for Hill visits. Trying to get prepared since moving from private to public sector. There is a transportation bill out there that would give states money for mapping roads. This will be a topic of interest as well as NG911 money.
Geo Women breakout is Friday. Webinar on elevation derived hydrography Wednesday January 21st.
Cooperating Agency Reports
USGS – Cyndi Rachol gave a brief introduction as she has taken over for Mitch in our area. She has a background as a hydrologist. She will do presentations on a variety of things so if anyone needs a speaker just let her know. The 25-county project is in collection currently. We won’t be getting the LIDAR point clouds already mosaiced. Sorry, Tom. 11-county project that wrapped up last year should be available for download now. Working on a seamless 1 meter product. It can serve as a base for developing new Hydrography. There is a east-central Missouri hydrography project in progress. It should wrap up by July 2027. Question about whether we will be able to get an updated Lidar progress map of projects for the Data Development Committee page.That is possible.
Presentation-jackie montes- gis accessibility. Colorado has had accessibility policy on the books prior to the federal requirement. Small organizations have until April 2027. Big organizations have until April 2026 to get their online stuff accessible through Ada. There are steps to help make it happen. Need an accessibility champion. Inventory content needing accessibility. Set some accessibility guidelines. Take action. Find the line in the sand so stuff moving forward will automatically be built accessible from the start.
Esri has a conformity tool to help. Other vendors may have things to help as well. Remember to keep maps simple. Focus on the purpose of the map and the intended audience. Maps with a ton of layers are probably already confusing for viewers and will be harder to make accessible.
Counties struggling with how to make plat books more accessible. Giving other routes to get the information in the book can be a good option.
