Motion made and seconded to approve meeting minutes with edits from January meeting.
Motion passes unanimously.
Administrative Reports
OGI report- Currently hiring for gis developer. Going into second year of ELA. Had meeting with
esri to start process. Final budget is approved. Going to be a very tight year. Imagery
purchasing contract available until 2029 then we will have to start the process of renewing again
for aerials imagery and other products. Question about vendor proposals that were submitted.
Vendor proposal status in final stage of approval. Hopefully finished soon.
MSDIS- January 2026
New Data
● MSDIS did not receive any new data during January 2026.
Updated Data
● Missouri Dept of Conservation Lands
● Missouri Dept of Conservation Boat Ramps
● Missouri Dept of Conservation Managed Public Waterbodies
● MoDOT Quarterly Updates (MoDOT Roads Routes, Roads Arcs, Rest Areas, Functional
Classes, Emergency Reference Markers, and Commuter Lots)
In addition to publishing the quarterly updates, we are trying something new with
our metadata thumbnails. Instead of using a traditional thumbnail that screenshots
the data, we are using the MoDOT logo. We’re doing this for two reasons. One, a lot
of the data we distribute does not lend itself to a screenshot. You either get a
vaguely Missouri-shaped tangle of roads, or you end up zooming in on a single
commuter lot. Two, it standardizes one of the more common metadata edits we
make before we add or update data to the distribution cycle.
MSDIS General News
MSDIS welcomes Casey Hagedorn, Simon King, and Andrew Hantak
New semester, new interns! Starting in January 2026, Casey Hagedorn and Simon King join
MSDIS as part of the internship program, and Andrew Hantak joins as part of the independent
study program. Casey and Simon both have previous experience with MSDIS through the
independent study program, while this will be Andrew’s first semester as a member of Team
MSDIS. They join Rachel Riley and Peyton Smith, who both served as interns last semester.
Server Replacement and Migration
We have begun prepping a LiDAR image server. My initial plan is that the MSDIS LiDAR server
will offer the fewest number of image services necessary for complete statewide coverage.
Getting this machine rolled out is a high priority given the work that our state and federal
partners have put into expanding and modernizing the Missouri LiDAR catalog. The new server
is currently active and loaded with the necessary services, we’re just testing it before assigning
a permanent URL. While we will not immediately take the current LiDAR services offline as soon
as the new server is officially rolled out, this does mean users will need to start planning to
change their connections to LiDAR data hosted by MSDIS. Parallel to the new LiDAR server, a
replacement to the state imagery server is also under construction. If everything goes as
planned, users will not notice any changes when we switch over to the new state imagery
server. The services and URL should remain the same. There may be a brief outage when the
actual transition takes place, but those incidents have been relatively brief in the past.
State Training
The next state employee training session will take place on 18 February 2026. We anticipate
scheduling another course for either late March or early April.
On a related note, I would like to thank both the University of Missouri Office of Human
Resources and Division of IT for sitting down to hammer out their difference regarding the
creation of temporary guest accounts. I am grateful to Talia Gholson, Heather Creamer,
Jonathan Weng, and Alan Marshall for the hard work they put in behind the scenes to make
sure MSDIS can function as both a clearinghouse and a training site.
Reference Maps
One of the first tasks that was handed over to Katilin was management of the MSDIS District
Mapping program. I’m pleased to be able to say that she has done a wonderful job of cleaning
up our earlier drafts and expanding the selection of templates to include educational resources.
We are now preparing a small sample of districts to deliver to the respective legislators.
MSDIS Excellence Fund
Anyone wishing to directly support MSDIS can still donate to the MSDIS Excellence Fund. I had
removed references to the crowdfunding campaign from my last few updates due to a mistaken
belief that the fund had been discontinued without my knowledge. Rest assured, though, the
fund does still exist. Apparently, we moved all our crowdfunding services to a new interface. I
don’t love the design of the new crowdfunding portal, so Katilin and I will be working on
improving the donation pages of both MSDIS sites to make up for the difference. As a reminder,
I would like to thank both Aaron Addison and Arthur Crawford for their generous donations to
the fund.
MSDIS Downtime
No downtime was reported in January 2025.
MSDIS Traffic
I’m still working on this. I remain optimistic that the initial results from late December will provide
the insights I’ve been looking for.
Treasurer's report- friends of magic sponsorship came out for 500. 35619.48. NSGIC and
website costs coming up.
Committee Reports
Ng911-no updates. Rain due in New Mexico this afternoon.
Legislation- senate bill moving forward. Passed out of veterans and military affairs committee.
Could go to Governor anytime. No movement on other bills.
Data Development- Still looking for chair. Zack doing it for now. Mostly talking through
acquisition in south Missouri for lidar. Also talked general acquisition moving forward and
budgets. Trying to build a use case to solicit funds would be useful. Conversation about
capturing town boundaries. There seems to be a large disconnect between communities and
the Census about who has GIS vs who is being contacted. The process is too difficult.
Put together a survey about MSDIS. Trying to find out what people are using our data for, the
needs, etc. Looking for a model that works that we can utilize. Trying to make it shorter and
more simple than the prior survey that Ryan sent out that was more long answer text.
Outreach, Marketing, and Communications – Outreach will be hosting a Missouri Geospatial
Community Chat. Low key. No agenda. Meet people and share what it going on in your GIS
world.
Conference- RFP is out there. Have a response. Trying to get some more. Working on getting
our registration contacts made. A lot in the works currently. Going to do some outreach at
MAGIC.
Liaison Reports
NSGIC- We have our final GMA report card. Overall grade was C+. We didn't do as good in
imagery because they grade on buy up and enhanced imagery and we don't do that since we
are just happy to get imagery. Not surprised by the grade due to the scoring rubric. We are not
utilizing all 5 of our seats right now. Looking to fill it with someone at CARES who would greatly
benefit.
Agency reports
USGS- Overview of latest 3DEP status map for Missouri. It will eventually make it onto the
website.
NRCS- some counties in south have 3dep now. This upgrade them from their 2017 data. Time
to think about who to fly next year. 3dep applications due in September but nrcs wants to know
by may what the priority areas are.
Open discussion
Need to vote on magic awards. Only 1 nominee for gis service award and that person was also
nominated for innovation with two other people. Coordination has two nominees. Greg Jameson
for service. Motion made to submit Gabriel Cedeno for innovation. Motion made and second for
Katilin Belk for coordination. Motion passed to submit Greg, Gabriel, and Katilin for their
respective MAGIC awards.
There's an attendance grant available for those who want to go but don't have work
sponsorship.
DNR MoHIC app and hub site goes live next week.
Due to Katilin taking a new role at MSDIS she has had to vacate the chair elect position. We will
do a special election in March so we need someone to step up. Will need a chair elect for
normal election round but also chair elect who will soon move into chair after Zack.
Next meeting is March 12th in Jefferson City at the MDC credit union.
