MGISAC Administration
Missouri GIO ReportTim Haithcoat
Submitted continuation of Broadband Mapping to NTIA. Planning IT Summit, hopefully this fall. Second request covers years 3-5, includes rural addressing component. Believe funding will be $4.6m. Setting up a state Broadband office. Working on an advanced consulting agreement with ESRI. Open Records and local government geospatial data being looked at by several different entities. Solution may require legislative action. Discussion.
By-laws
No additions or changes submitted by 10 days prior to meeting. Discussion about lack of and/or need for mechanism for write-in candidates in election. Mention of private company membership, beyond GIS companies, such as utilities, etc. Mark D will lead a discussion next month.
FinanceLiz Cook
Nothing submitted against balance last month. Current balance is $24,945.26. NSGIC dues have not been paid yet, and another bill has been received. There is also the outstanding issue of insurance for the conference.

MGISAC potential support of K-12 ESRI LicenseShannon White
Aware of some issues that other states have had. Work on this topic is picking up again.

US National Grid training last month; classes were full and people seemed to be happy with the training. Contemplating making our own training with some GIS work. USGS training on the 24th (full) and 25th. Spoke at MMA about National Grid. Map books being worked on by Delta State. Lots of other activity.
Local Government GroupMark Allen
Region A data still hasn’t been delivered due to different issues but is expected by the end of August.

Stan Balsman has been suggested for membership. Tabled till next month.
Outreach & EducationMark Duewell
Six MGISAC members attended the MMA conference. Thought it was their best meeting ever. Attendance was down, however. Hit a lot of topics head-on: sunshine law, National Grid, mobile GIS. Seeking direction from the committee regarding the next regional workshop. Have had several invitiations but had tentatively agreed to go back to the West Central area first. Tri-Lakes is another good option. GIS activity in the north portion of the state is way down due to personnel changes. The hardest part is getting a location and a date. Discussion.
Strategic PlanningEric Foster
Looking for someone else to chair this subcommittee. Discussion. Shannon White and Jeff Schloss will now serve as co-chairs. Shannon: have reviewed existing material. Would like to have a 3-5 year strategic plan for the committee with annual work plans from the subcommittees. Expecting to conduct a SWOT analysis. Hold a teleconference the Thursday before the MGISAC meeting. Jeff S: will also focus on preparing the annual report for the CIO. Discussion.
Missouri GIS ConferenceTony Spicci, Steve Marsh
Steve: vendor brochure has been sent out electronically. Final budget is nearing approval. September activities include participant registration brochure, finding keynote speakers (discussion), site visit, finalizing workshop presenters, and other administrivia.

MSDIS Review continuing, meeting to follow this one. Need to improve user access to data. Looking at branding, possibly changing name. Geoportal research: cut/clip/ship capability. Possiblity of public licensing instead of University licensing of some ESRI tools. Hoping health metadata update will occur in the next few days. DESE datasets update coming soon. Partnership with Washington University in St. Louis expected this fall. Discussion.
MAGIC ConsortiumTony Spicci
Steve M: new officers have been elected and announced. Strategic planning retreat in the fall. Clearinghouses summit in Oklahoma at the end of October.

Emergency Management people should be aware of a soils analysis project concerning animal burial; NAIP 2010 is starting to arrive, some areas need to be reflown due to high water; purchasing CIRMrSIDcounty mosaics, but do not know status of full-resolution data; Missouri is a pilot state for thin-client GIS. Would like to see the Grand river basin flownLiDAR.
