March minutes available on the web site. Motion to approve from Spicci, seconded by Cook, approved by vote.
4. MGISAC Administration
4.1 Missouri OGI Report — Paul Wright

  • Missouri Aerial Imagery: 76% acquired as of April 4, 2015. (Map provided in OGI report.)
  • Department of Social Services (DSS) – Medicaid: We have been working with the DSS to provide online mapping for two areas:
    • Eligibility Specialists schedule appointments for disability determinations for clients that don’t always have Medicaid coverage for the initial exam. DSS maintains a SharePoint site that currently has 343 providers that are used for the disability exams.
    • Citizens search for Medicaid Providers by county and/or specialty on the Internet. This process will use provider files obtained from the MMIS fiscal agent.

    These projects have a longer term implication in that they could lead to the creation of a master provider database that all departments (DSS, DHSS, DMH, etc) could then use.

  • Information Exchange – Pitney-Bowes: Pitney-Bowes will be providing an overview of their products and projects they have done with other States at ITSD’s Information Exchange. The date of the event is Wednesday, May 27, 8:30 a.m. at the Truman Building room 492, 301 West Street, Jefferson City, Missouri.
  • GIS Day: Event Information: Tuesday, April 21, 9-Noon, Capitol Rotunda (1st Floor)
    We were able to get Rep Bill White (161st House District – Joplin area) to provide the GIS Day event information to other legislators. We will also be asking another contact to send similar information out to house and senate contacts a few days before the event.
    A note was send to City of Jefferson and Cole County to invite/remind them of the event. We have also sent a note to State ITSD customer service reps (by way of Tim Robyn) and other department contacts inviting them to attend. Mark Duewell forwarded the GIS Day flyer to those in his group lists.
    A large banner has been created that will hang toward the back of the rotunda to announce the event. Thanks to Melissa Johnson for all the work on getting the banner graphics ready!
    We will also have some cakes available with edible DEM overlays. Thanks to Liz for volunteering to make those!

4.2 MSDIS report — Mark Duewell

  1. MSDIS Servers: We experienced some issues with the newer versions of ESRI’s GeoPortal and it has taken some time to solve them all. Same old story, we would make progress and something else would show up. We think we have all the major obstacles overcome and are just waiting on DOIT to greenlight the roll of the primary server from MSDISWeb-NN to MSDISWeb-TC-p. It seems likely it will happen later Thursday, April 12th afternoon. DOIT will not get Web-NN for virtualization until we feel the server is stable and operational, at least a full week after the roll.
  2. A new ClipnDownload GDB was built for the GeoPortal. In theory it should create efficiencies in both Admin time and user access to the data.
  3. The 2007-2009 2’ Imagery into the GeoPortal Austin has accomplished the metadata changes on nearly 700 of the 1300 files, so progress is now good. The target is to have them all in the GeoPortal by the end of May, 2015, when Austin leaves us for a work-study program in Jordan.
  4. The focus of the 2015 MAGIC Clearinghouse Summit in Benton, NW Arkansas will be next gen data serving, Cloud and Open Source methodologies. ESRI will be a prominent presenter.
  5. The final MOGISCON2015 report will be provided at this meeting.

4.3 Treasurer's report — Liz Cook

Dreamhost cost ($119.40) has not cleared yet.
Cook will develop two-year projected budget after receiving final conference financial report.
Cook requests that committee chairs develop two-year expenses.
Cook asks for approval of expenses for cakes for GIS Day, approximately $50. Motion from Spicci to approve reimbursing Cook for cake expenses. Friendly amendment from Marsh to increase amount to $60 to ensure that Cook does not incur out-of-pocket costs. Friendly amendment accepted. Seconded by Duewell using Howell’s proxy. Approved by vote.
4.4 Membership report — Tony Spicci
Membership for US ACE St. Louis, represented by Michael Gawedzinski, has been approved. Renewals for some are coming up.
4.5 By-laws — Amber Reynolds
No new changes submitted. By-laws were edited on the web site to bring into agreement with previous motions.

5.2 Geospatial Data Act — Tony Spicci
NSGIC has begun an advocacy campaign. Both Missouri senators are committee members on a relevant committee. State employees are prohibited from lobbying but others can reach out in favor of the bill. Discussion about the goals of the legislation. Explanation from Spicci how legislation is tied back to the GAO report. Discussion about the pros and (mostly) cons of Congressional oversight. Discussion about sending out the suggested advocacy letter from NSGIC for review and comment.
6. Committee Reports
6.1 Data Development — Liz Cook
Meeting to discuss LiDAR acquisition in up to 23 counties, June 3 at Columbia USDA-NRCS offices, 9:00 – noon. Current acquisition project data continue to come in. Warzinik: imagery and LiDAR acquisition complete for Mid-Missouri project.
6.2 NG911 Addressing — Steve Marsh
Reynolds: Attended emergency management officials conference last week in St. Louis, discussed MAGIC and MGISAC. HB714 would establish Statewide 911 coordinator, grant opportunities for smaller jurisdictions.

GEOGRAPHY BEE: Nikhil Krishnan of Fenton, who took the title after three harrowing tiebreaker rounds in the final! Nikhil will travel to Washington, D.C. for the big event — the national bee — to be held May 11-13 at NatGeo headquarters. The national bee will be televised on National Geographic and NG Wild channels. Good luck, Nikhil!
GIANT MO MAPS: In my roles as MGA coordinator Missouri Geographic Alliance talked with Kinkos about Giant Missouri Map this past month – prices were reasonable. A 20ft by 20ft map would cost between $1500-2000 is what they are thinking. That is just the printing and doesn’t account for shipping container, peripherals, etc. I will talk with the committee about this.

6.9 Missouri GIS Conference — Mark Duewell
2015 Wrap-up: Schieber: Conference made $22,682.73, slightly higher with Hackathon reimbursement. Registration fees down around $10,000, exhibit revenue up around $8,000, short course revenue down about $1,500. Details of loose ends to be finalized. Total 145 attendees.
Discussion about beginning to create a nest egg toward future exigencies. M. Duewell advocated for moving conference to April. Cook views the proceeds from this conference as a fluke due to the lack of a room block requirement, breakfast provided by the hotel, and the absence of typical hotel nickel-and-dime charges.
2017 Planning: Discussion about whether or not to hold a conference. Discussion tabled.

8.1 NRCS — Liz Cook

8.2 USGS — Shelley Silch
The U.S. Geological Survey National Geospatial Program is initiating a new series of virtual seminars to highlight the uses of hydrographic data. These seminars are intended to share success stories from users who have solved real world problems using hydrographic data, provide information about the National Hydrography Dataset and related products, and provide a virtual forum for users, similar to what might be encountered in a conference setting. Please feel free to forward this announcement to interested parties.
The first seminar will be held on April 9 at 2pm ET. The topic will be the response to the January 2014 Elk River chemical spill in West Virginia, specifically the use of the NHDPlus, real-time stream flow and velocity information from stream gages and models, and the Incident Command Tool for Drinking Water Protection application to limit effects of the spill on communities downstream. An abstract for the seminar is attached.
These seminars will be presented every 6 to 8 weeks, featuring applications and speakers from different disciplines. Connections are limited and pre-registration is required.
Broad Agency Announcement BAA Information for 2015/16
There will be two national kickoff webexs tentatively scheduled for April 24th and April 29th.
There will be a Statewide BAA meeting held in Missouri at the NRCS office on June 3rd from 9 am to noon to discuss the process for interested parties.
