4. MGISAC Administration
4.1 OGI Report – State using HUB for Coronavirus. Covid 19 questions should be routed through health department for coordination. Working on a MO specific Covid 19 map resource. Konrad has taken a job elsewhere. SEMA position will be posted soon. New application process with the new site. Hoping it is a smoother process.

MSDIS General News
The MSDIS Bicentennial project has left the proof-of-concept phase and has been passed along to the Department of Geography for review.
Following from last month’s report about problems with the LiDAR DEM tile downloads, we have temporarily replaced the tile DEM downloads with the county DEM downloads. As we wait for the tile DEMs to be restored, we are experimenting with various other means of getting all of our LiDAR data out to the public, including partial-county and project downloads.
MSDIS Downtime
No outages were reported during February 2020, however, we recorded severe slowdown of our imagery services on Wednesday, 26 February. Seeing no obvious problems with the servers or our GIS installations, we immediately contacted our primary contact within the Mizzou Data Center, who confirmed that the storage cluster which houses the data used to fuel MSDIS services was experiencing very heavy utilization that day. After some trial and error, MSDIS and the Data Center were able to confirm that the higher-than-normal use of the data cluster was the most likely cause of the imagery slowdown.
4.3 Treasurer’s Report – One expense for Dream Host. $119.40. Has been billed but not yet paid.
4.4 Membership Report – Total: 35 Good Standing: 28 Absences: 7 Quorum: 18
4.5 By-Laws Report – Keeping track of any Sunshine related bills that may pop up in new session. Reminder that people on the phone can make motions for a vote.
5. Discussion Topic/Presentation – No Topic
6. Committee Reports
6.1 Data Development – EMA: Konrad had some documents he was working on for the EMA subcommittee. Not sure where they are at this time. Looking for someone to take over the EMA working group. Business plan for Imagery continues. Using some of the other states as template. Using Base Camp. Let Tracy know if you are interested in assisting.
6.2 Education – GIS speaker panel was a success. Some MGISAC members took part in for outreach in GIS enrollment. Good feedback from audience. For middle school/High School counselors. Organized by Laura and local counselor. May try to do it again next year.
6.3 Workshops, Conferences, & Outreach – Registration is open for the northeast conference. 16-17 registered. Still need speakers to share what you are doing in GIS. 30 minutes of talking/presentation. MOGISCON’21 – Need people to sign up for part in conference planning. Looking at force majeure in the event of Covid 19 issues continuing and interfering with the conference. We have a list of jobs/duties for each spot. Since we are doing it all ourselves this year we are trying to document as much as possible for future reference and to keep thing son track. Meeting before main MGISAC meeting starting every month.
7. Liaison Reports
7.1 MAGIC Consortium – Still on. Will assess Covid 19 issues if any in April closer to the actual conference. Cannot cancel without losing a lot of money. Travel bans may force decisions. A few refund requests for Coronavirus and travel bans have come in.
7.2 NSGIC – Meeting wrapped up last week. No Covid response there yet. Next Gen 911 and addressing big topic. Nothing going on in MO with Next Gen 911. Talk of NHD rebuild of 3DEP. Session on differential privacy. Census not wanting to violate Title 13. Proposed algorithm would render the data useless to many users.
8. Cooperating Agency/Organization Reports
8.1 NRCS – No Report
8.2 USGS – In plan 2020 with FEMA. Current projects almost done. Reviewing Mark Twain National forest QL1 project currently.
8.3 MoRAP – No Report
8.4 Missouri Mappers Association – No Report
8.5 MSPS – Keeping an eye on the legislators for bills related to surveying industry.
9. Open Discussion – Elections are next month. Send nominations to Collin or Steve. Make sure you clear the nomination with the nominee first. Rocheport bridge construction starting next year in July. FY22.
10. Adjournment – Motion made and seconded to adjourn. Motion passed. Adjourned at 11:44am.
