4. MGISAC Administration
4.1 Missouri OGI Report — Paul Wright

• Aerial Imagery/LiDAR RFP – We received 10 bid responses on April 2. The first bid review meeting was on Tuesday, April 9. OA Purchasing provided an overview of the response process and cursory look at the responses was completed. The group will meet again on 4/16 to identify bids that do not meet the requirements. Bid review team: Joe Carter, Jason Warzinik, Liz Cook, Tony Spicci, Arnold Williams.
• Collaboration – A meeting was held on March 19 with consolidated and non-consolidated GIS representatives to discuss collaboration via a state agency committee. Some initial projects discussed relate to common operational data and updates to the state Enterprise Architecture documentation developed in 2003-2004.
• Various internal projects
  • Continuing work of an online map for internal end user support (EUS) staff and the CIO’s Office use. This map will help to identify areas for EUS deployment, server issues and planning.
  • Analyzed data in Economic Development’s client management database that is used to identify the client’s House, Senate and Congressional representative. OGI will be providing options to them on better methods for this search.
  • Provided a draft online map to the House, Senate and Secretary of State offices from a request to assist in locating the correct representative based on an address. Each org currently uses a different application to provide that information.

4.2 MSDIS report — Mark Duewell

1. GeoPortal: Louisa has been directed to begin loading files not previously entered into the portal (for numerous reasons). This will be a slow process involving individual review of each file, removing duplicates where identifiable and metadata repair (or contacting data custodians where questions exist). Cook requests a demo of searching in the GeoPortal. Duewell asked if the search had been performed recently. Discussion about search result quality.
2. Virtualization of the MSDIS-Web servers:
   Both web servers are now virtualized on the new hardware (since the 15th). So far we’ve received no user comments (which we hope is a good thing). There are still some license issues on the admin side to work out but our services and data delivery have been tested and are all online and functioning as I write this report.
3. Data.Gov:
   We were contacted by Doug Nebert (USGS) about Data.Gov starting to harvest us again. They had always said they would harvest states again – when they got the national side stabilized.
   A reconfigured alias link was provided and we’re waiting to hear officially that the harvesting is again happening.
4. Broadband “Structures” Project:
   The RPCs offered some comments and changes to the sub-contracts which were essentially accepted. Tim has just confirmed yesterday (Tuesday) that the sub-contracts have been through the final University review after the changes. A list of names that from the RPCs that will be signing the contracts has been received. We hope to be getting the contracts out in the next few days. The next step will be to begin setting up training visits and help the RPCs integrate the new data with their own data if they request this. The Community Anchor Sites (CAS) are deliverables in the first year for all RPCs. Structures data review will take place for each RPC as their data layers are completed at the GRC and throughout the year and a half remaining in the project.
5. Mark attended a meeting in Cape Girardeau to begin planning for the 2013 SEMO Symposium. The date has been moved back until later in the year and the site will likely change also. More on this as it develops. Planning for the next regional workshop in the West Central region continues apace with a planning conference call to be set for late April.
6. Reminder – MOLiDAR has been launched. Public comments are always welcome.

5. Project Updates/Action Items
5.1 Planning for May and June Meetings — Steve Marsh
Mark Duewell has agreed to provide an overview of the GeoPortal at the May meeting. White suggested a group discussion of strategic planning goals also in May. Chris Dunn will present at the June meeting on open data issues and the spatial law workshop he attended. Suggestion of presenting how to leverage the imagery RFP.
5.2 2013 Missouri GIS Conference — Jamie Schieber
Conference ended strong financially (+$9,400) even though the budget was designed to result in a deficit. Total registration: 177 attendees, 170 short course students, 15 exhibitors. Will watch for any lingering charges for another month. Discussion about what to keep and change for the next conference. Need for statement of cancellation policy. Need to get conference insurance again. Need for a justification to attend letter.
6. Committee Reports
6.1 Data Development — Ray Fox
Meeting April 16 for leaf-off project in 2015. May conflict with an imagery proposal review meeting; to be resolved. LiDAR QA going well. St. Louis Corps interesting in flying LiDAR over 4-5 counties. Perry Co QA done; report not yet submitted. Mississippi river corridor from Cairo, IL to Iowa border. Want to have that done before anticipated flooding. USGS National Map volunteer program, pilot in Colorado, expanding to 18 other states, not Missouri. Marsh: KC done and approved.

Duewell: have a good steering committee formed for the west central geospatial workshop, 12 people, 2-3 from Kansas. Planning a conference call. Will probably be April 23.
6.5 Policy and Legislation — Joe Clayton
Duewell: lots of discussion of geospatial funding source legislation within NSGIC. Haithcoat: groups at each level (Federal, State) are still looking for the most accurate, most local data. AAG is debating certifying GIS programs in higher education.
6.6 Strategic Planning — Shannon White
Meeting tomorrow. Looking at goals for the organization.
7. Liaison Reports
7.1 MAGIC Consortium — Steve Marsh
Reopened grant submission because money was left over. May also add more money to the fund. Information on the MAGIC web site. Deadline at the end of April. E911 workshop in St. Louis coming up.
7.2 National States Geographic Information Council — Paul Wright

• NSGIC Midyear Meeting:
  The Addressing Work Group decided to create a State Address Initiatives Subcommittee to:
  • Create a roster of lead address persons in each state
  • Develop a Matrix of models to organize statewide address systems. Potential items to include funding source, update cycle, nature of relationship with locals, state rationale for effort, benefits to locals.

  The group provided a spreadsheet for collection of the contact information and will be providing more updates as they move forward.

• GIS Student Readiness in the Workforce:
  The Executive Council of the Association of American Geographers is exploring the need for academic certification of college/university GIS programs. The form of this certification is not yet known but would likely involve a self-study comparing the program’s student learning objectives with the Department of Labor’s Geospatial Technology Competency Model and then a review by a peer panel to recommend either certification or a path to achieve it. But the real question we have at the moment is: are we seeking to solve a problem that doesn’t exist?
  An email was sent out that asked various questions: What is your perception of academic GIS programs and their focus on workforce readiness? Do you experience wide variety in quality between graduates of different academic programs? What about wide variety in graduates from within one academic program? Are GIS graduates being produced with the necessary academic foundations, GIS technical skills, and workforce-readiness skills, ready to be trained specifically in the processes of your organization? While individual certification (like the GISP) is one route toward identifying people whose skills match your needs, do you think academic program certification would be beneficial?
  The Council is requesting opinions which will be summarized. The group’s report is estimated to be finished April/May. The contact is Kenny Miller (ken.miller@maryland.gov).

8.1 NRCS — Liz Cook
Working on weathering the sequester. My time is being scrutinized more than any other time in my career. Migrating to Windows 7, ArcGIS 10.1, national domain. Compliance imagery project has been approved. Hoping to partner with the Corps for LiDAR. Farm Bill expired and is on a one-year reauthorization. Some projects may not start until May or June yet still have to be done before October.
8.2 USGS — Ray Fox
USGS Earth Explorer will be providing NAIP imagery. Working with training at Ft. Leonard Wood.
