MSDIS Report – August 2025

New Data
Several new LiDAR datasets are either currently available or expected to be made available soon. My current plan is to prepare a new 11.5 Image Server specifically for LiDAR services before I attempt to add any new data to the collection. This will necessitate moving the current LiDAR services to a new URL but should make monitoring those services much easier by virtue of not mixing them in with dozens of older aerial photography services.

MSDIS General News
MSDIS/OGI Funding MOA Following from last month’s update, MSDIS is proud to welcome Rachel Riley, Peyton Smith, and Joshua Stender back to Team MSDIS as actual, honest-to-goodness paid interns who will be rewarded for their hard work with genuine money instead of credit hours. Rachel and Joshua will start working on improving our district mapping products for Missouri’s school districts while Peyton will work with me on preparing the first ArcGIS Pro training session for state employees. I have confirmed with Human Resources that the two permanent hires were approved by the hiring committee. We are now completing the forms to lock in the details of the position titles and salaries. I admit that this process is taking a little longer than I had hoped, but we began the paperwork just as the merit raise season was starting. As those letters are distributed, I hope we’ll see an increase in momentum. In any case, I remain incredibly grateful to Amy Gunn for the support she has provided.

AWS Open Data
I have decided to pause our bid for the AWS Open Data program to request guidance from Mizzou cloud storage consultants. My expectation is that we will still migrate to AWS for our data storage, but I want to make sure we do this correctly. The Open Data program is still an option, but our current collection of GeoTIFF imagery is not in the preferred COG format. If we started utilizing the Open Data storage, any files we uploaded could not be pulled back to replace them with better versions. I will continue to provide updates on this as the picture becomes clearer.

Treasurer’s Report – NSGIC expenses will be coming up.

Presentation
Jacquline Walters – Mo Dept. of Ag, Land Survey Program – Background working on jeans before becoming a drafter then a land specialist with MDA and surveying. Talked some about the Louisiana Purchase and the history of land surveying in the US. All properties are tied to the US PLSS. Land Survey program used to be part of DNR then moved to MDA in 2013. Original books of surveys and notes kept in a vault. 12 full-time employees. Fee funded. Their surveyors can’t do private boundary surveys. They only work on public boundary surveys and maintain the repository and provide technical assistance to surveyors. 1.8m survey records available. 123677 corner documents. 96583 regular corners. 27170 USFS yellow sheets. 460+ volumes of field notes from the original surveys. Only 10% of corners still around when they started resetting them. Up to 35% reset now. 250-350 US PLSS corners restored a year.

Demonstration of the US PLSS and what they see when they have two corners near the same spot. They will leave the points in place on the map but adjust other aspects to the correct monument based on their investigation. Symbology changes as they confirm monuments and get defined coordinates. Their map is UTM but state statute requires they be turned in in State Plane Coordinate System in Missouri. Want to create a raster of their distortion map but at over 1 million points it’s cumbersome and want it to be accurate.

Committee Reports

Data Dev – Outreach and engagement survey is out there. Had 24 responses so far. Need to get a little more input from the county level. Hoping by next meeting they may have some results to share. They were able to get the data from Shawn for the critical infrastructure data and getting it to Tom. Had a NextGen911 overview from Shawn. Seeing if OGI would do a portal for PSAPs to submit.

Marketing, Outreach, Communication – Introduced Sarah Rowell who will be taking over for Colin at MoDOT. Libby Robinson with the guard was in-person. We have an attendee from Thailand (ThankGod Ugwuada) who is working on a microplastic project using GIS and remote sensing. Josh with the Post Dispatch was also attending for the first time.

October meeting will be in St. Louis. SL Board of Elections will be hosting the meeting. Appreciate everyone who pitched in to help find a place to go. Zoom will still be available but lunch is provided for those in-person. Lightning talks will be offered also. Since this is the first time not being in Jeff or Columbia in a while it will be a learning move. Hope to see good attendance. Goal of 40 people. Flyer going out with a registration button. Please register for lightning talks. You don’t need to register to attend the meeting.

Education – Happy back-to-school. Story map has had a refresh. Added a video. MapMaker has gone through some changes that were talked about at the education summit. Classroom activity Gallery working on updates. GeoInquiries have been retired and links need fixed. Links to story map projects are up. Many are St. Louis schools. Would like to see more entries from across the state. Open to ideas on how to promote this across the state. Plan to launch the contest on GIS day so they have time to submit in May. There will be an AI policy. Would like to hear if anyone else is using the AI assists. Lindenwood GIS day is Thursday, November 20th.

NSGIC – Been meeting with folks across the state to info gather and get our state update together. Katilin is attending and will be speaking about Missouri. She will have a robust update in October. NSGIC voting. Only one person nominated for President. Board Or Directors needs 3 and has 5 nominees. Katilin Belk MO, Haley Feather MS 811, Katy Hattenhauer AR, Garth Hoxsie-Quinn RI, Jackie Phips-Montes CO.

*Nomination for Katilin, Katy, and Garth as our 3 picks for the NSGIC Board of Directors. MSDIS seconds. Motion to approve nominees passes unanimously.

Legislation – Tony sent out draft language on September 5th. Should have seen most recent language. Contact Tony if you have any questions. Planning to present to Senator Roberts and Representative Taylor to get support. With the special session going on the upcoming session should be more efficient so bills should have an increased chance of going through due to more time. We have lost out due to time constraints in the past. We will see if we do better this time around.

USGS/NRCS – No new updates. Data should be going live soon on SEMO acquisition.

Open Discussion – If you have any legislative contacts that you think would be interested in sponsoring our legislation, reach out to Tony. Tomorrow is 3DHP and 3DEP application deadline. Submitting for both to get data on Barry and McDonald Counties. Flying 3DEP in spring to update everything from 2017 that’s in the middle part of the state. 3DHP will be in FY27 in Northwest MO and then south of KC area. After 17 years in GIS Colin Duewell will be moving away from GIS into a new role in economic development.
