Meeting Minutes – Motion made and seconded to approve meeting minutes as amended. Motion passes unanimously.
OGI Report – Starting GIS day planning at the end of the month. Anyone interested in participating or speaking reach out to David. Still looking at budget fallout details and how it will affect their GIS services. Also planning on meeting with commissioner’s office end of the month to go over what the transition will look like with the passage of our bill. SB will be signed this afternoon. Membership renewal letters have been emailed to their representatives.

o In order facilitate a minor adjustment to the name of the Hosted Feature Layer, the MoDOT Functional Classes data was completely replaced on the MSDIS Open Data site (rather than overwriting the previous version). This action has reset the view count of the Hosted Feature Layer but will make future deployments easier.

Missouri Geological Survey
Tom was delighted to have the opportunity to speak to our friends at the Missouri Geological Survey and MoDNR on 22 June. In addition to visiting their incredibly cool building in Jeff City, Tom briefly spoke to the MGS GIS Workgroup about the role that MSDIS plays in the state, the data distributed by the clearinghouse, and our still-developing training program. We’d like to thank Vicki Voigt for inviting the clearinghouse to meet this incredibly cool group and we look forward to future opportunities to collaborate.
State Training
MSDIS continues to play host to state employees looking to sharpen their understanding of ArcGIS Pro and general geospatial concepts. In collaboration with our colleagues at OGI, MSDIS will be assuming direct responsibility for both the workshop registration and the post-training surveys. MSDIS and OGI both believe this change will drastically improve the logistical workflow supporting the training program. As a testament to the popularity of these training sessions, we have increased the maximum number of registrations. The next training, Intro to ArcGIS Pro, is scheduled for 05 August. Registration will open on 21 July.
Reference Maps
This project continues to develop. Casey has been hard at work adding and adjusting labels to improve the utility of these products and we are probably ready to release the new version for review.
Data Extraction from LiDAR Services
Over the past few weeks, we have been quietly working with our friends at DNR to slightly tweak some of our LiDAR DEM image services. There are two new TEMPORARY image services replicating the existing FEMANRCS 2020 and NorthernSEMO 2021 services. The only difference is that the new services have been published in such a way that they allow for larger data extraction requests. So far, the extractions have not caused any noticeable slowdown of the server.
2026 MAGIC Clearinghouse Summit
As a reminder, both Tom and Katilin will be attending the 2026 MAGIC Clearinghouse Summit at the end of July. This annual meeting of clearinghouse staff is a critical opportunity for MSDIS to compare notes with its sister sites. Communication and our ability to respond to problems will be limited while we are away, so don’t break anything.
SEMO Imagery Services
We announced last month that a new SEMO image service has been published. This month, we are announcing that several older SEMO image services will be discontinued. The following image services will be turned off on 17 July 2026. If no concerns about broken maps or applications are raised, we will begin the process of permanently deleting these services.

MSDIS Downtime
No downtime was reported during the June/July 2026 reporting period. One user reported difficulty access the dynamic version of the statewide imagery servers, but the problem could not be reproduced and no other users reported similar difficulties. We continue to monitor the service.

Treasurer’s Report – Went through the mid budget cycle check in. Pretty much on track or a little under on our expenditures. Not planned expense was our hotel deposit fee that has come out. Renewed NSGIC $1700 and $1600 for conference $20,871.88. We have money to spend on training and workshops. Tom and Katilin working on getting more workshops going. If there’s an interest in other workshops reach out and we will try to put something together.
Membership Report – Membership renewals have gone out. If you didn’t get your letter reach out. These are digital letters now so check your email. 35m 0v 18q. Calvin Patterson is retiring. John Townsend will be taking over.
By-Laws Report – We will need new ones. Will need to look at how they align with the new legislation and our transition.
Committee Reports
Data Development Report – Need someone to take that over. Have been doing meetings every other month. This is a pretty active committee. It does a lot of imagery and data acquisition. Reach out to Zack is interested in being part of or taking over this committee.
NG911 Report – Have a webinar scheduled for next Monday.
Legislation Report – Bill to be signed this afternoon but is a closed door session and invite only. Our work on the bill is done. Time to figure out what is next. It has taken 4 attempts to get this through. We got to this point our first time but lost due to filibuster.
Conference Report – Had a meeting today before the main meeting. Have made the first deposit payment on the conference venue. We have begun to work on setting pricing and vendor options. The logo should be ready soon. Changes were sent in earlier and once we have the logo back we will begin the bigger save-the-date push. Currently only the facebook page has had any changes made and a save-the-date post added. While registration isn’t open anyone can go ahead and reserve their room at the Embassy Suites which is attached to the conference center. Make sure that you mention the GIS conference when making your reservations to save money on your room. There’s a conference discount and an additional government rate discount.
Education Report – Outreach storymap is updated (https://storymaps.arcgis.com/stories/4798a0a58ca0425984d029f2684ff807 ). Summer camp season in St. Louis. Had some for high school and middle school. Had 33 students at HS from across St. Louis region. They did all kinds of stuff that hopefully got some kids interested. SLU had a thing at 6 flags. Several institutions have entered into MOU to supply different courses from certificate courses to offer early start that is transferable for college credit to HS students. It allows students to get an early start to see if they want to continue in GIS but also audition for different colleges/universities to find their fit. GeoResolution is September 10. There is a poster option. October 22nd is normal GIS day at Lindenwood. Send your students so that they can network. October 23rd is academic day. Have State’s GIS on calendar as well as MOGISCON in April. Community college faculty offering with a $5000 stipend. Education summit is before ESRI UC. TX conference around education technology. Going to try to put together a chat about AI and how people are using it.
Outreach Report – Please register for the October council meeting that’s in KC so we know how many people will be in-person. It is going to be held at The Anita B. Gorman Conservation Discovery Center.

Agency Reports
USGS Report – 2 active 3DEP projects. Data should enter validation project by next spring. Data will be deleted once newer validated data is available. Have received pilot data for McDonald and Barry counties. Working on seamless 1-m product that’s now available or a large chunk of the state. Starting point for a lot of 3DHP projects. Cyndi can give presentations on projects if interested. Current east central 3DHP project has a community call late July. There will be acquisition updates and info on 3D tool. Hydro enforced DEM has gotten a lot of interest. Also more info on flood mapping derivatives.
NRCS Report –$300,000 additional dollars were sent in but haven’t heard back on if more area can be acquired. 5-6 counties total at this time.
Open Discussion
Chair elect position is still open. Zack is currently the acting chair and past chair. Is it worth trying to elect anyone when our bylaws may change and our membership may change. Until we start the transition process we may not really know. Best to table any nominations until we have more information. We shouldn’t have a specific date that we have to be done by. OA will be the ones setting the pace. Seems realistic that it may take a year or better to fully transition and go through bylaw changes. If you are interested in possibly stepping up to the chair position as more information becomes available, let Zack know.
Send Zack presentation ideas. Practice your presentation for the council before you give it at the conference.
Vision document is final*. Zack has one more comment to check in with and then plans to send it out to the council for review. Consists of Strategic Initiatives that include Establishing a GIO, establishing collaborative GIS engagement between local, state, and federal agencies, create a funded statewide data acquisition program, increased support for MSDIS, and support workforce development initiatives to meet growing demand in Missouri for GIS professionals. The document will go out to all the organizations that are listed on the new bill.
Looking to meet with the transition committee sometime after the ESRI UC. Plan to record of take good notes to send out after so those who don’t/can’t attend will stay in the know. Don’t expect the first meeting to be super productive but looking to at least collect questions and get a feel for anything sitting out there.
ESRI UC is next week. Last year everyone met for dinner one night. Need a list of those interested so that we can all collaborate on meeting up Wednesday. Zack is giving two presentations while out there. The family will be going along.
