Meeting Minutes – No changes to posted meeting minutes. Approved as-is.
Administration Reports
OGI Report – Had a meeting with OA Commissioner and team Monday to begin discussions on the GIS Council transition. It was for informational purposes to get acquainted with the legislation, goals, purpose, etc. Action items include communication plan to share with state-wide directors so they know what to look for if they want to assign a designee. Also identifying gaps between current attendees and required attendees. David’s last day is September 11th. One more council meeting. There are a couple people who may take over his spot temporarily but they are short staffed and it’s hard to say how the hiring freeze may impact the filling of the role.

- In order facilitate a minor adjustment to the name of the Hosted Feature Layer, the MoDOT Functional Classes data was completely replaced on the MSDIS Open Data site (rather than overwriting the previous version). This action has reset the view count of the Hosted Feature Layer but will make future deployments easier.

Missouri Geological Survey
Tom was delighted to have the opportunity to speak to our friends at the Missouri Geological Survey and MoDNR on 22 June. In addition to visiting their incredibly cool building in Jeff City, Tom briefly spoke to the MGS GIS Workgroup about the role that MSDIS plays in the state, the data distributed by the clearinghouse, and our still-developing training program.
We’d like to thank Vicki Voigt for inviting the clearinghouse to meet this incredibly cool group
and we look forward to future opportunities to collaborate.
State Training
MSDIS continues to play host to state employees looking to sharpen their understanding of ArcGIS Pro and general geospatial concepts.
In collaboration with our colleagues at OGI, MSDIS will be assuming direct responsibility for both the workshop registration and the post-training surveys. MSDIS and OGI both believe this change will drastically improve the logistical workflow supporting the training program. As a testament to the popularity of these training sessions, we have increased the maximum number of registrations.The next training, Intro to ArcGIS Pro, is scheduled for 05 August. Data Extraction from LiDAR Services
Over the past few weeks, we have been quietly working with our friends at DNR to slightly tweak some of our LiDAR DEM image services. There are two new TEMPORARY image services replicating the existing FEMANRCS 2020 and NorthernSEMO 2021 services. The only difference is that the new services have been published in such a way that they allow for larger data extraction requests. So far, the extractions have not caused any noticeable slowdown of the server.
2026 MAGIC Clearinghouse Summit
As a reminder, both Tom and Katilin will be attending the 2026 MAGIC Clearinghouse Summit at the end of July. This annual meeting of clearinghouse staff is a critical opportunity for MSDIS to compare notes with its sister sites.
Communication and our ability to respond to problems will be limited while we are away, sodon’t break anything.
SEMO Imagery Services
We announced last month that a new SEMO image service has been published. This month, we are announcing that several older SEMO image services will be discontinued. The following image services will be turned off on 17 July 2026. If no concerns about broken maps or applications are raised, we will begin the process of permanently deleting these services.

MSDIS Downtime
No downtime was reported during the June/July 2026 reporting period. One user reported difficulty access the dynamic version of the statewide imagery servers, but the problem could not be reproduced and no other users reported similar difficulties. We continue to monitor the service.

Treasurer’s Report – Nothing in July. 20871.88. We have had one deposit for the conference venue so far.
Membership Report – 35m 0v 18q. Haven’t done anything with the new bill. Had a representative change for Columbia to John Townsend. Make sure you are sending any changes in names or such to both Kaleb and Chris so Chris can get the website updated.
Presentation – April Fleming HNTB – KC2026 World Cup. Over two years of planning went in to the logistics, GIS, Security for the World Cup. KC hosted 6 games. Main job was moving fans around the city safely and efficiently. Depending on which teams were coming would depend how many fans they might have to try to manage. 2 primary locations, Fan Fest and KC Stadium, but needed to network between Lawrence KS and KC Stadium. Had several Live Layers to track. Had over 150k visitors. Over 30 countries. Used 13 unique CCTV feeds. 98% of fans were in their seats on game days. Had a transportation dashboard that incorporated the live data. Had a 37 minute delay for the Argentina game so they had to route folks around to overcome. Had to add additional street cars and busses for the games to manage the crowds. Asked if using Experience Building Developer edition. They mostly used just normal Experience Builder. There was minimal custom coding in the background. Uses AGOL. Worked with several avenues to get the live data that was on the dashboard. They used wristband sales to help estimate how many riders on any given day. This company will also be doing some major events in Oklahoma City and LA coming up. The dashboard really helped to consolidate a lot of what they needed to monitor situations. The CCTV page was their favorite. Given a little more time they would have added reporting function so that passengers and capacity could be reported on the fly. The CCTV feeds did break for a short period due to mobile wifi getting bogged down. Should use satellite data for them in the future. Setup a collaboration group with individual logins for those who needed it that was outside the main working group. Could monitor who was logged into CCTVs and what they were doing. Question about any predictive abilities. Incident reporting and traffic data and CCTV monitoring could see if there was fan buildup happening a bit in advance. Historic traffic data could also be factored in. Data would refresh every 90 seconds. Also planned KCPD would inform if there were any major interruptions in case a team needed to be rerouted. There weren’t really any major accidents that caused issues.
Committee Reports
Data Dev – Haven’t had another meeting yet. We have a new chair, Buster is back! Look for a meeting invite from him coming up.
Conference – In discussion to set pricing for conference. Currently set early bird at $300 at normal registration at $385. If anyone has any feedback about those numbers let us know. This is a slight raise from our last conference but our costs to go to St Charles is significantly higher. We have begun to update our website and you can now go on and use the link to reserve your rooms at the hotel and get the discount. Must use link or notify the hotel when reserving rooms that you are attending the GIS conference.
Education – Back to school has begun. TRex is having a Geospatial Career Fair August 26, 1-4pm. Geo Resolution is back September 10th at St Louis University. High Schools and grad students who have work can submit for the student poster session. UMSL Educator Workshop September 18th. Mainly high school educator, but middle school is welcome. It is hybrid. Want to give space to educators to figure out how to enhance lessons they are already teaching. Helping find resources. GIS Day at Lindenwood is Oct 22nd. GeoAI symposium is October 23rd. Communications, Marketing, Outreach – October 8th MGISAC meeting will be in KC. If you go to the MGISAC website the location is there and there’s a signup so that we have a lunch count. Will also have a number of presentations and you can sign up to present on the website as well. Presentations are aside from the main meeting.
Transition Committee – Subcommittees include compliance to figure out how our bylaws need to change to match with the new legislation. There are about half a dozen spots that need to be fixed. Structures had a meeting last week to talk about things in the council that need to change. Topics included workforce development and how to support that. Also looking at what other states do that get folks involved. Some states have over 100 members. Bill only requires us to meet quarterly but we may want to change up how often we meet from our current every month design. Finances committee will follow the money.
Liaison Reports
NSGIC Report – GIO academy is today. Talking about maintaining and staying up to date with the ever changing ecosystem in the industry currently. Thank you to Buster for getting setup with the initial lidar dashboard. Going to get it updated to show real time lidar data, when collected, costs, etc. Plan to discuss with vendors about updated costs. Current estimates are from 2023. Talking with some counties about their NG911 data. Need to spread the importance of that data from 911 to the rest of us. Free the data. Barry County will be allowing for hosting out their NG911 data. If you work with NG911 data please reach out so we can get it out safely. Voting cycle for NSGIC is delayed. Annual is in November this year so it’s pushed back. Nominations just opened. Voting will take place in October. Emily is close to having final packet together for the GMA. Our report card is finalized. If having any discussions on data please use the card to leverage our needs.
USGS – Two current projects (Southcentral and Southwest) Webinar will have a date set soon. Counties from 2019 and 2020 will be next in line for updates. Southcentral project has several counties in review. The early release copy for that whole project has been shipped. 3DHP status has an Eastcentral project and a new Northeast project. Haven’t had the kickoff for the northeast project yet. These basins had a direct pathway to being entered into the 3DHP dataset. Testing Hydroenforced DEM. Not a traditional product in the past so looking at what that might be and how released. Take a look and give some feedback for them to consider. 3DEP as art is a new product. Making poster, standard page, and trading cards. US Interagency Elevation Inventory is something USGS helps maintain. It may not be data hosted by USGS. Could be anyone hosting it. Need some help hunting down some of the older records. Reach out to Cyndi.

NRCS – Put in request for a couple areas. Put 300k for the eastcentral project. Other side is pending discussion on the inner agency agreements. Northern MO is likely the next direction to go.

SEMO Symposium at the cape Career and Tech Center in Cape Girardeau is Wednesday September 30, 2026. Event will include presentations, lunch and time to connect with other working in GIS across the region and state. If anyone is interested in presenting or attending please reach out to Sarah Brown at SEMO RPC.
If someone you know is looking for a job there is a GIS Developer opportunity at the National Guard. Wiley gave presentation on how the guard uses GIS and the ROI to educate leaders who may not understand the value of GIS. Money is tight and getting tighter. Need to do what we can to justify our roles.
