Approval of Minutes – Motion made and seconded to approve minutes from last meeting. Motion
passed unanimously.
Administration
OGI Report – Qualified Vendor List almost done. Hiring a new developer is an ongoing process.
SEMA/OGI won a SAG award. MoHIC training coming up to take transfer of data application.

MSDIS General News
Server Replacement and Migration
We remain on schedule to complete Image Server migrations before the May 2026 license
renewal. For specific updates…11.5 LiDAR Server – Created, deployed, still testing. The server
continues to work as expected. Awaiting a URL from DOIT before the services can be made
public.11.5 State Imagery Server – Created, deployed, still testing. We used a backup/restore
process for replicating the existing State Imagery Server onto a new machine. This is the first
time we have attempted to leverage such a workflow and, as a result, will be closely watching
the performance. 11.5 Imagery Server – Created, undeployed. We are waiting for the correct
license before we can move forward with deployment.11.5 Development Server – Pending

Everything has been migrated as of Thursday morning, just need to test.
MSDIS Web Presence and Digital Accessibility
As many of you are already aware, digital accessibility standards will go into effect on 24 April
2026. MSDIS is actively working with the University of Missouri to ensure that the clearinghouse
is as accessible as possible for all geospatial professionals. As a result, there have been, and
will continue to be, changes made to the MSDIS Hub site and The Missouri Map. Some features
may be temporarily removed to facilitate an easier migration towards complete digital
accessibility. Unlike the Hub site, the original MSDIS website (msdis.missouri.edu) will be
completely rebuilt using updated standards and University of Missouri branding. As always, we
thank you for your patience as we navigate these changes.
NSGIC Mid-Year Meeting
Both Tom and Katilin attended the 2026 NSGIC Mid-Year meeting in beautiful, sunny Arlington
VA. Tom attended the meeting as an agent of the Clearinghouse while Katilin was there as
MGISAC’s NSGIC representative. There was some excellent content related to data and digital
accessibility, federal geospatial projects, the Geospatial Maturity Assessment, and geospatial
coordination.
State Training
The February training workshop was very successful. Attendees were, once again, drawn
primarily from the Department of Natural Resources, but we still ended up with an interesting
mix of backgrounds, offices, and previous GIS experience. Katilin did a wonderful job of leading
the course and, as a result, will permanently take over roles of managing workshops and
generating new content. Our next major tasks will be to split the cartography section off the
current lecture since we’ve had to rush through it both times already, and to build out a course
focused on basic spatial analysis.
The next state employee training sessions will take place on 25 March 2026 and 22 April 2026.
Reference Maps
The MSDIS Reference Map program remains ongoing but has been temporarily taken a
backseat to prepare MSDIS for the upcoming digital accessibility requirements.
MSDIS Downtime
No downtime was reported in February 2026.

This project remains ongoing.

Treasurer’s Report – NSGIC reimbursements and website hosting expenses this month. Ending
balance $33,615.21.
Committee Reports
Education Report – Story map has been updated. Lots of camps and scholarship opportunities
for students. Educator’s opportunities as well. One tomorrow and another in April. UMSL
awarded a workforce pilot that includes educator workshops and to look at high school
pathways such as dual credit and internships. Working on getting internships on the jobs page
at MSDIS. If anyone else is doing any GIS summer camps let Tara know so she can get them
on the Story Map outreach page.
Legislation Report – HB2268 read HB2633 has been read. SB959 has been scheduled for
perfection which is a good sign. Continue to reach out to senators to voice support.
Data Development Report – Have not met. Next one to come at the end of March. Have kickoff
tomorrow with vendor between everyone for the collection of Barry and McDonald counties. This
is for 3DEP from last fall’s application. Intend to put in another application for this fall so reach
out if you’re interested in your area being collected. Need to let NRCS know location by May.
Conference Report – We’ve had several submissions for venues. Costs are coming in
significantly higher than Columbia so we are exploring ways to help keep those costs under
control without sacrificing attendee experiences. Have narrowed down to a venue near the
Airport with possible separate location for workshops. Will be questioning the venues more in
the coming weeks to get a more clear cost of places for budgeting. Since this is what makes all
the working capitol for MGISAC it isn’t really enough to break even, we do need to have some
profit but the current state of things is that conferences are seeing a decline in attendees once
again so it’s a challenge to be conservative during this uncertain time.
Marketing and Outreach – If you have interest the meetings are the first thursday of each month.
Have some presentations. Upcoming is on ADA and another on Data Governance. Let Katilin
know. Website has been frozen for a month now due to access issues. Chris has been able to
get back in. Site is on an OA server and doesn’t communicate very well when things like
passwords are about to expire. Time to talk about how we host our MGISAC websites. We have
multiple sites we host. If we get legislation passed we will have to consolidate. May need to put
together a transition team since Zach won’t be here during the time this is going on if bill is
passed.
Liaison Reports
NSGIC Report – This year's mid-year took a rather different approach, allowing the working
groups and committees time to report out and share what they are working on.

Sunday the GIO academy was focused on the different ways states structure their procurement
processes / requirements. What they have seen work for them and how states can work
together moving forward by utilizing others purchasing agreements.
Speed networking went really well this go around, Katilin brought our updated fact sheet from
the Department of Conservation along with our LiDAR status map to start the discussions with
business partners. It was a joy having Tom along to engage in these discussions. We are
looking to gather some metrics on why imagery programs are important to start the dialog and
help strengthen our agencies who have been doing this for so long with little collaboration. All
of the business partners were excited to see where we are at and eager to see where we go as
a state. I did take some time aside with individuals who focus on NG911 to gauge all that is
happening within that world right now. Katilin has reached out to Shawn Penman to better
understand the structure and status of things in MO.
The Hill Visits on Tuesday went better than could've been imagined. Tom and Katilin officially
had 3 meetings and time in between to drop off information / get contact for 2 other offices. The
next step from these meetings is going to be a continuation of the conversation, sending the
finalized GMA packet once we get it, and being here to help our officials as we aim to improve
the maturity of our geospatial activities across the state. While some of our GMA grades were
not the best, it was a great opportunity to use our weak points and show where we need help.
There’s a long action list coming out of this week and transparency is key so if anyone has
questions on how this week went or ideas moving forward reach out to Katilin.
Cooperating Agency
USGS – Projects are in a review holding pattern. Glad to have a kickoff meeting on the two
counties since many others have been slow to move. Come see Cyndi at MAGIC in April.
Special Election – Currently in need to elect someone to chair elect position now who will
become chair in June. In April we will be electing a new chair elect.Wiley Howell was
nominated. He did accept pending a conversation with leadership. Zach will offer to be runner
up if Wiley cannot.
*Vote – Motion to tentatively elect Wiley Howell as chair for the 2026-2027 chair cycle pending
approval from his leadership with Zachary Becker as runner up if approval is not had. Motion
seconded. Option approved.
Motion to accept Wiley Howell tentatively as MGISAC chair made and seconded. Motion
approved unanimously.
Nominations open for normal election cycle for Chair elect, secretary, and treasurer.
Presentation

MOHIC Mobile phone application Hubsite – Zachary Becker – Building the MoHIC for Stronger
Flood and Drought Resilience. Came about as working group. $10.4m ARPA to pursue water
infrastructure. Creating a network of soil monitoring to let us know what is going on in the
ground. 3 networks. 29 active stations. 23 counties. 10-year vision is to have a sensor in every
county. Eventually would like to have more in strategic areas of need. Working on a Soil and
Atmospheric Monitoring Plan plus maps. Works in conjunction with MoRAP and Missouri
Climate Center. Hoping to provide tools to cities and town to assist with disaster response and
increase the number of surface water monitoring sites to improve water modeling for the state.
Older gauges are not in good sites to actually help some towns currently. New gauges will be
better situated to give response before a town is inundated. Have a variety of sensors available
to tailor to the needs of different locations. A prioritization plan has been putting together.
MoDOT has been a great partner by providing flagging during installation.
MoHIC didn’t initially have flood modeling expertise but learned quickly by reaching out to
anyone and everyone across the country who might could help.
National Water Model came available in 2024 that will show what a stream is doing now as well
as what is predicted in the next 5 days. Working with WSP who is doing the flood risk maps for
SEMA to look at inundation zones to be displayed on MoHIC products.
All this work has culminated into the MO Flood and Drought App that shows drought and
flooding as it happens. Check out mohic.mo.gov
