Approval of Minutes – Motion made and seconded to approve last month’s meeting minutes with corrections. Motion passes unanimously.
Legislative- Update moved forward due to possible impact on upcoming business. Both chambers passed the bill with same verbiage. Has gone to Governor to be signed. If signed it would take effect around September. If signed it will be up to OA, MU and MGISAC to work together on everything. We will have to make the financial transition as well.
Elections -Moving forward with opening elections for secretary and treasurer and ask a question on if you are in favor of Zack’s extension. We do not have a nomination for chair elect but Zach has offered to continue on for another year which gives us time to work through any changes depending on the legislation. Question will be asked if you affirm his extension as chair. Nomination for treasurer is Chris Barnett with CARES. Nominations for secretary are Christopher Michael from Taylor Geospatial and Jennifer Bowden with Mid-Missouri Regional Planning Commission. Each nominee was given opportunity to speak. Zack is out on leave but submitted a letter in regards to his enthusiasm for the council and being a part of the possible transition. Chris Barnett is running unopposed but if the legislation passes having someone who knows the history of the council and is affiliated with MU could be helpful in the financial transition. Jennifer Bowden has been secretary for a number of years and has a long track record of attendance. Knowing members helps with streamlining attendance and minute taking. Christopher Michael was not in attendance to speak.
Administration
OGI report- sb959 budget was passed. IT got hit hard. Now on a hiring freeze until we know how this will hit FTE count and underlying budget. MSDIS funding being split between general revenue, MDC, and MoDOT. They will be added to the MSDIS MOU discussion now that they are partners. MDC was unaware they were going to have to come up with money for MSDIS. They were given a 20% cut to their normal operations so additional money was not in the plans.
The qualified vendor list is complete. There are 17-18 vendors for the State of Missouri. This will be able to be used by any other state or local municipalities like other contracts the state has. List is published on MoBuys.
Will be assisting with world cup coming up.
ESRI user conference coming soon. Lucius Kramer will be going to A SAG award.
MSDIS-April-May 2026
New Data
• MSDIS has been contacted by Jeremy Tanz of the SEMO RPC about sharing new imagery of Perry County. To date, I have successfully transferred the SID area mosaics onto MSDIS storage but still need to move the original TIF files over. Once the transfer is complete, the resulting image service will be deployed to https://imagery.msdis.missouri.edu/arcgis/rest/

MSDIS General News
Monthly Update Format Change
As of this month, I am changing the format of the monthly MSDIS updates. In the past, I made every effort to ensure that each update covered only the events of the month noted by the title of the report. As MSDIS continues to expand and becomes increasingly busy, it is difficult to keep our updates so neatly organized. Starting with this report, I will now document all relevant MSDIS events from the writing of the last report up to the writing of the new report. If, for some reason, this new format proves to be untenable, I will revert to the previous format.
Server Replacement and Migration
All three of the primary 11.5 servers are deployed:

The DNS migration to the 11.5 statewide imagery server resulted in roughly 15-30 minutes of downtime on the evening of 30 April 2026. This interruption was primarily due to the time needed for the Web Adaptor on the new server to correctly resolve. I have not received any complaints or concerns about the new server, though I am continuing to monitor its performance. Deployment of the 11.5 Development Server remains pending.
MSDIS Web Presence and Digital Accessibility
Despite the one-year delay of the digital accessibility deadline, MSDIS continues working with the University of Missouri Office of Accessibility to build a more accessible clearinghouse. Katilin Belk has taken the lead in this effort, and I have authorized her participation in campus-wide accessibility working groups. This is an excellent opportunity for MSDIS to take the lead in an important new facet of data sharing.
State Training
MSDIS hosted Introduction to ArcGIS Pro courses on 22 April 2026 and again on 06 May 2026. DNR employees continue to represent the overwhelming majority of attendees, though I was pleased to see several other departments included in our most recent rosters, with DHSS being a notable source of registrations for the 06 May course. Demand for the courses remains high. According to OGI, the 06 May course reached capacity in 18 minutes. As a result, I have directed Katilin Belk to increase her focus on increasing the frequency of these training courses to two per month, and on developing more courses to offer. We are also laying the groundwork to offer training courses to other audiences. An Introduction to ArcGIS Pro course is currently being scheduled for University of Missouri faculty, staff, and students. We met with the Office of Extension on 11 May 2026 to discuss options for hosting courses for regional, city, and local GIS employees. At that same meeting, we discussed the feasibility of offering Continuing Education Credits upon completion of MSDIS training courses. The next training course is scheduled for 27 May 2026 and will be the debut of our Introduction to Spatial Analysis course. Introduction to ArcGIS Pro will be offered again on 09 June 2026.
Endings and Beginnings
As the Spring 2026 semester ends, it is finally time to say goodbye to several important members of the MSDIS team. Brennan Meyerhoff, Rachel Riley, and Peyton Smith have finished their time at Mizzou and will be moving on to bigger and better things.
Brennan has completed his master’s thesis and is joining the MoDOT Design Team as a GIS Specialist. My hope is that this means MSDIS will be able to continue working with Brennan as a colleague, but I am excited to hear about whatever he gets up to in his new career.

Peyton, who will be sticking around for a little longer, has earned a well-deserved spot as a graduate student at Auburn University. Once she settles into her new home, she will be applying geospatial research methods to the management of indigenous data and 3D digital heritage.
All three of our departing students will be dearly missed. Their contributions to the success of MSDIS may not have been obvious to those of you on the outside, but I can assure you that the clearinghouse would not be where it is today without their efforts. Additionally, Simon King will be ending his time with MSDIS to seek out other internship opportunities on campus. While I understand and respect his (very wise) decision to secure more diverse student work experiences while he can, rest assured that I will absolutely try to lure him back to the clearinghouse at the first opportunity. Casey Hagedorn, who joined the MSDIS team in the Fall 2025 semester, will not only be rejoining us next year, but has agreed to stick around and help during the summer. Casey has been a terrific addition to the team, and I am delighted that he’ll remain with us as we continue to expand. I am also very pleased to announce that, as of right now, the MSDIS team will add graduate student Rikki Ascani, and undergraduates Andrew Hantak and Kaitlyn Laurentius to the Fall 2026 roster. I am incredibly excited to work with this new cohort of future geospatial leaders.
MAGIC
Katilin Belk was dispatched to represent MSDIS at the Mid America GIS Consortium Annual Meeting. I have heard nothing but good things about the conference, and I’m sorry I couldn’t attend this year, but I’m glad that it went well.
Reference Maps
The first round of school district reference maps has been circulated for review. We are currently giving recipients time to offer feedback and request changes.
MSDIS Downtime
There may have been a brief outage of some services on the morning of 15 April 2026. I received an automatic email from DoIT at 8:10 AM indicating a data center hardware failure. There was no indication that MSDIS was hindered by the failure, though some services were slower to load than I would have otherwise anticipated. There was a brief outage of both the msdis.missouri.edu website and the MSDIS data archive during the morning of 28 April 2026. This was caused by a lapsed certificate. I have no record of when the outage occurred but can confirm that all services were fully restored by 11:39 AM.
MSDIS Traffic
I am, once again, pausing the traffic report. I don’t doubt the numbers I reported last month, but I don’t like not fully understanding how they are calculated and I don’t want to advertise numbers just for the sake of filling this section. As I go back to the drawing board, I will look at a wider variety of options for solving this problem.

Treasurer Report – no expenses yet. 33615.21. Upcoming expenses for conference. NSGIC renewals are believed to be in June. Mid-cycle review should be coming up in June also but will likely be pushed back to July.
Membership Report – 34 members 18 quorum. It is renewal season. Members will jump to 39 with the legislation.
Bylaws Report – no change today but more to follow if the governor signs our bill.
Committee reports
Data development – still looking for partners for the 3DEP application this fall. Hoping to capture several counties in the St Louis area. Also finalizing the standard of work for hydrography in northeast Missouri.
NG911- data remediation continues. Gave out 58 grants to do 71 counties. Several other submitted on their own. Only 16 of the 114 counties in Missouri haven’t been done. It’s been a great turn out. Renewing contact for validation and aggregation portal.
Conference – We are going to be in St. Charles for the Missouri GIS Conference April 20-21, 2027. We are currently working on getting the contract signed and going through the channels at MU to setup deposits. In the past we didn’t have to do any advanced deposits. We always just paid for the conference after the fact. Times have changed and we are now going to have to put down a couple pretty sizable chunks of money upfront. In order for us to do this our contract has to go through MU for approval and signature and then they will setup the money transfer. This could get interesting later on if our legislation goes through and our money is then moved to OA. We will have to amend contract and start portions of that process all over again. Contracts were our main focus this meeting but we are working on other things like getting the logo together. Since OA couldn’t do our logo for us this time around we are having to pay for someone to do it. Hoping to have some examples soon and lock in our logo next meeting so we can start advertising and updating our social media and website.
Education- final week of school. Story map contest winners are on the website. Lower participation this year but apparently Texas didn’t even have a contest.

Outreach- October 8th meeting planning to be in person in Kansas city.
NSGIC- gis101 webinar on Metadata last month. Recording is out now. We should have our full GMA report later this month. Have two years to engage in ways to improve our grade. Annual conference not until November this year. This is two months later than normal.
NRCS- not much this month but should know about what money we might have to work with by next month.
