The National Map data for Missouri is on-line. USGS would like a link to the data from the MSDIS webpage.

NAIP 2003 contracts are under negotiation. Tony will get the 2002 NAIP copies to MSDIS.

• As of May 13, 2003 registers have the following numbers of candidates:

• In the past six months, the numbers for the GIS Analyst, GIS Technician II, and GIS Technician I have approximately doubled while the others have remained static. This is because the registers were opened during MDHSS recruitment efforts.
• At our last MGISAC meeting, Mark Duewell expressed concern about how people are being classified and asked if we need to review the classification process. In response to this, OA was contacted about our options for looking into matters such as this, and they seem to be willing to work with us and offered some information that we can use to prepare ourselves for future interactions.
  Agency human resources staff can use the MARES system to look up scores for candidates, and if they requested a user account, they can also access the completed merit system applications on-line. Therefore, working with your human resources staff you can review applications and the scores assigned to them by OA. If you then believe that a discrepancy exists, we can meet with OA staff to review the evaluation matrix in light of the information you bring forward. We can review the matrix under the same terms we did during our original review, where we are in a controlled environment and no paperwork leaves the room. This is because the matrix is regarded with the same confidentiality as a written test since it is a substitute for such a test.
  A review of the language in the proposal that was presented to the Personnel Advisory Board produced the following statement: “In the event that the GIS registers fail to produce an adequate number of candidates in the years to come, the ITAB and the MGISAC will work with the Office of Administration to develop a business case to document and justify modifications to the GIS class series.” While the statement allows some flexibility in terms of modifications to the class series, it clearly calls for interactions based on the production of an adequate number of candidates. Therefore OA’s willingness to work with us on issues other than numbers of candidates seems to be a generous offer.

GIS Standards – Renee

The DOQ standard is out for review and will be voted on at the June meeting. Then it will be out for public review. Renee asked for suggestions on the next standard to begin. Hydrography and elevation themes were suggested. A sign-up sheet was passed around for volunteers to be on the elevation standard subcommittee.

Homeland Security Tony

Tony presented the draft action plan. The plan was adopted with possible grammatical changes.

I-team Jo Ann

Work groups per layer need to be meeting. Liz will arrange someone to write up soils. Tony will contact Clayton Blodgett about land cover. I-team needs to be meeting more regularly. I-team has been tasked with coordinating all the inventory efforts on-going in the state.

Nominations – Tim

May 29 will be the closing date for officer nominations and we will vote at the June meeting. We will be electing chair, vice-chair and secretary. Chair and Vice-chair must be from state members only. Secretary may be any member.

SMAC

Strategic Planning

Mark has sent out the draft plan. We voted to accept the plan as written. The next step is to discuss the MGISAC work plan and a MSDIS work plan as related to MGISAC.
We will have a subcommittee workgroup meeting prior to the next meeting, and discuss the results of that in the afternoon of the next meeting (June 12).

State Architecture

The introduction class for the committee was held, and meetings May 15 and 16 will continue the process. A funding model was developed for each agencys contribution to the process.

MAGIC

MAGIC, NASCIO, and NSGIC are developing a proposal for integrating GIS efforts. The symposium is coming up and positions are still open to help. Meetings are the 4th Thursday of the month at the Discovery Center in Kansas City. Tony coordinates transportation. May 22nd is the next meeting.

MACOG

A meeting on May 6 was held to talk about GIS strategy and cooperation. Mark offered to present MERGIS to the group.

ITAB

MMA

Annual meeting is July 30-Aug.1, 2003 at Lake Ozark, Missouri. An addressing workshop will be held. Jennifer challenged MGISAC members to become more involved with MMA to help raise the professionalism of the group.

NSGIC

The annual meeting is in September in Nashville, Tennessee. Tony is driving if anyone wants to go along on the trip. We voted to support the proposed reduction in corporate fees for NSGIC.

We discussed the time and location for the 2005 conference. Tan-Tar-A is only available in February. We discussed weather concerns and whether the rural nature would reduce attendance. We voted to schedule the conference February 21-23, 2005, at Tan-Tar-A. We will work with the MU Conference Office again.

A draft MOA was distributed to have Missouri work with Arkansas and USGS for regional national map data. It was tabled until next meeting.

MSDIS is working with USGS on serving National Map data. The new MGISAC webpage is up. Levi Butler was hired to do QA/QC on Homeland Security data. They are working on metadata improvement. The new MSDIS webpage will be active by July 1. It is currently working on a development platform.

A Missouri delegation has been selected to attend the ESRI User Conference. A 4-H member from Perry Co. and his county Ag extension agent will be attending with complimentary registration. MGISAC will support their travel with a reasonable coverage of motel expenses. Liz will have Bill Pabst contact Tim Haithcoat for details.

Sonny shared observations about working with state groups. Iowa has more local GIS involvement. Sonny challenged us to work more with local government in Missouri.
Jennifer shared the agenda of the upcoming meeting of the Missouri Society of Professional Surveyors that will include a discussion of getting started with GIS without spending too much. Jennifer discussed her involvement in a recent enterprise-wide evaluation of Springfield Utilities and how GIS can be incorporated.
Jeff mentioned an upcoming free GPS seminar in Kansas City. Greg Dorge suggested that Steve Marsh, Jackson County, become a member of the committee. We currently do not have a slot for a non-state member, but he can attend meetings until that situation changes. The meeting adjourned at 12:30 pm.
