Motion made and seconded to approve the minutes from the October Meeting. Motion passes unanimously.

Administration

OGI report – Change in classification scheme has dropped pay grade for GIS personnel. GIS analyst eliminated. Now supervisors and specialists. Meetings with HR to come. Do not use supervisor position. Still working with Jason Long on GIS document.

MSDIS report – Thanks to the hard work or our colleagues at DoIT, all MSDIS assets should now have HTTPS enabled. This change has been implemented in response to ESRI (and Open Data, in particular) no longer supporting unsecured links. We are still in the testing phases, but this should also enable MSDIS services to work with Tableau.
It is with a tremendous amount of sadness that we must report the departure of MSDIS workstudy student Ben Kite. Ben came to us a few years ago from Laura Estabrooks’ lab and was an immediate help with many behind-the-scenes issues that most of you were never aware of. He built test applications and story maps, helped organize our data, and was essential in testing changes to server configurations. Managing MSDIS without Ben would have been a much more difficult task and, while we wish him the very best, we will miss his assistance.

MSDIS was knocked offline on the morning of 22 October 2020 as a consequence of a much larger Mizzou campus network outage. The site, which was working perfectly fine at 5:00 AM, fell victim to the outage at around 6:00 AM and was down until approximately 10:15 AM. In an odd twist of fate that could only have happened during the calamity that is 2020, because the outage was so comprehensive, the only way we were able to keep users updated on the status of the problem was by working from home.

Treasurer’s report – No expenses since our last meeting. Current Balance $22,849.95

Membership report – 37 total. 35 good standing. 2 absent. 19 quorum.

By-Laws report – No report.

Discussion/Presentation

GeoComm presented on GIS in 911 and Next Gen 911. Traditional 911 uses GIS for basic mapping and CAD. NG911 uses it for location validation, call routing, MSAGs, mapping data service, and geocode services, along with the traditional uses. GeoComm’s project with the 911 Service Board seeks to assist in developing NG911 GIS data standards, complete a GIS assessment, provide educational sessions, and produce a final report that will include next steps for NG911. Getting complete data for review and gap analysis can sometimes be a challenge.

Committee Reports
Data Development – The RFP expired October 30th. Now reviewing submissions. Meeting November 23rd to go over submissions and assign weights.
Education – Been quiet. Virtual class available for interested students for GIS. This is an instructor led virtual class, not a pre-recorded webinar series. Students will be able to interact virtually.
Outreach – No Report. Currently focused on the Conference.
Conference – Looking for presenters. Need ideas for keynote speakers.
Liaison Reports
MAGIC – Reviewing how the virtual conference went.
NSGIC – 3DEP project ramping up for another round. Census algorithms have been changed but are still significantly off at a level below state-level. Not usable.
