MSDIS General News
Initial services of the 2022 Missouri Imagery have been deployed. A tiled cache service can be found
HERE and a dynamic cache service can be found HERE. Please be aware that both services are likely to
experience some intermittent downtime in the coming weeks and months as we fine tune the
parameters, generate additional tile levels, add new data, and generally poke around under the
proverbial hood. Regardless of adjustments we make to the services, the names will remain the same as
discussed in last month’s MGISAC meeting.
Related to the 2022 Imagery, we are very pleased to confirm that we have received a hard drive with
tiles of the Kansas City/MARC region. We haven’t yet had time to do much with these data, but our spot
checks indicate that the files reached us safe and sound.
Both the MSDIS ArcGIS Online subscription and the MSDIS Imagery Server license have been renewed
for the 2023 calendar year. This is always a dicey time of year as we work to make sure that services
continue running without any license-related lapses, so we want to thank everyone from both the ESRI
camp and the University of Missouri software sales office for making sure that the process goes as
smoothly as possible.
As described in our previous monthly report, MSDIS must choose whether or not to replace the existing
Web Server or let it retire and instead rely on ArcGIS Online to serve out vector data. After reviewing the
feedback received, looking at the current budget, and attempting to gauge exactly how much time we

spend on managing the Web Server, we have concluded that the best path forward is to retire the Web
server without a replacement.
On Dec 10, the ArcGIS Server license for the MSDIS Web Server will expire. At that time, the server will
cease to function and any existing connections to the map data services will be lost. As of right now, we
believe that every service that is currently available from the Web Server is already replicated as a
feature service on the MSDIS ArcGIS Online account. That means that (in theory) our users can begin
remapping their applications, projects, and map documents to point to our ArcGIS Online services right
now. We are, of course, happy to answer any questions about this shift.
Treasurer’s Report – No changes. $18,557.31. Going to be having a meeting soon to talk about money
flow for the conference coming up.
Membership Report – No change.

Presentation
Craig Best with the Census Bureau gave a presentation on the 2020 Census Operational Quality Metrics.
This looks at how they got responses at addresses through out the country. 65.28% of addresses self-
responded. The majority responded online. Outstanding responses were gathered by door knocking and
also talking to neighbors. The data presented was national data. Response rate was down around a
percentage point from the last census. Demo of interactive response maps was given. Maps can be

Committee Reports
Data Development – Last Thursday was training update on imagery and how to access it. The training
was recorded and will be available who were unable to attend sometime soon. More imagery will be
added as it becomes available. The plan is to get 6 inch imagery state-wide over the next couple years.
NG911 – Working with DPS to develop MOU/MOA to get project pushed out. Looking to release RFP.
Looking for data remediation and vendors. RFP to collect data from locals. Was contacted about
someone at MACOG looking for addresses for a broadband cost project.
Education – Weather station grant application for CPS has been submitted and is awaiting response.
They are working with ESRI to get licenses for all students and teachers. Working on showing how they
ca use this. Looking for doable projects for the students to do. Initial projects is a bluebird house
inventory for MDC. MO School Board Associations Conference is going to integrate GIS into the
conference.
Legislative – Have had a meeting with Tim Taylor, State Rep for Cooper County area. We are in the
crafting stage of a bill. He is willing to support. Looking for more to get on board. Going to reach out to
Caleb Rowden and Travis Fitzwater. The new redistricting maps haven’t been updated with names yet
on MSDIS.

Outreach – Need to know who else is part of outreach committee. Want to put together a meeting of
folks. Considering some website enhancements that could help with outreach and GIS in work and
education. Has several ideas but looking to figure out what can and should be done. Going to stat by
reaching out to the original people in the group. Need a mission statement put together.
Marketing and Communication – No Report. Need to put together meeting. There’s some confusion on
the intent of this committee. Chris is interested in Outreach and wants to coordinate. Getting access to
the website for other people is a struggle.
Liaison Reports
MAGIC – Conference meeting in January. Will be talking budget and committee chairs. This conference
will be held at the Embassy Suites in Omaha for 2024.
NSGIC – February is mid-year meeting. Taking a Federal slant this time around. Enhanced 3DEP plus
elevation and broadband efforts are ramping back up. Membership and sponsorship models changing.
Cooperating Agencies
USGS – Some more Lidar projects are finished and available. Contact David Nail if need help accessing.
Some data is on MSDIS and some on National Map. Lidar specs have changed so some may not meet the
current specs.
NRCS – NRCS has 7 counties they are collecting Lidar on. 2022 NAIP is on their service currently. Will
work on getting it to MSDIS.
MMA – No Report
Surveyors – Working on finding a rep.
Open Discussion
Joe Eckmann-ESRI having open house tomorrow (Friday afternoon). FCC map challenge process is open
for the broadband map. Membership map link needs sent out again.
