Administration
OGI Report – Good turn out for GIS day. Around 100 registered. Looking for dates for next year. Probably going to be early November next year.
Have meeting with Taylor Institute.
Have signed ESRI Enterprise agreement. Licenses showed up Friday. Still have to determine how to allocate them. Purchase Agreement still out there in case someone needs something not covered. Existing MPA extended to December. Hoping contract terms on ELA will be able to be replicated.
New building footprints are done and trying to figure out how to share them out. Currently using OneDrive. Attributes include highest/lowest adjacent grade, water surface elevation, true/false if in flood hazard area. Also working on getting things in place with MSDIS for services.
Revisiting qualified vendor list just for GIS services.

A New Image Server
Construction of the MSDIS Statewide Image Server continues. I have run into some delays due to various and sundry IT permissions which has slowed our progress, but we are still moving forward. As of right now, ArcGIS Server has been installed, a license has been activated, and connections have been made to our existing data storage. At a minimum, we still need to install ArcGIS Pro, install and configure Web Adaptor for IIS, secure an active security certificate, and test our ability to publish data. We also still need to pick a URL. I’m currently leaning towards “mostateimagery” (to match the existing “moimagery”), but I am open to suggestions.
AWS Open Data
After reading some of the AWS Open Data Sponsorship materials, I will be reaching back out to our campus rep with some questions that I and my student interns still have about the program. I am still concerned about what and how much documentation we will need to provide as well as some of the data formatting requirements. Depending on the answers I receive, it is highly likely that I will begin the formal application process sometime this month. I anticipate that the Spring 2025 semester will be very busy, and I would like to get the foundation for this partnership established sooner rather than later. I will not transfer any of Missouri’s geospatial data over to AWS until I have had a full discussion of the program with our own stakeholders.
Donate Directly to MSDIS
As a reminder, if you or your company would like to help support end-of-year awards for my undergraduate interns, the MSDIS Excellence Fund, is open to the public and able to accept donations. As MSDIS’ place in the world continues to rapidly expand and my attention is pulled in several different directions, my cadre of students are being asked to do more and more complex work. For example, Brennan Meyerhoff has recently completed work on a map request from our partners at the Missouri State Library and the recently updated MoDOT data were prepped for distribution and posted by Rachel Riley. Both Brennan and Rachel, along with Simon King, have also been helping with assessing the viability of the AWS Open Data Sponsorship Program.

No downtime was reported during October 2024.
Server Statistics
While I am still no longer able to report server statistics, MSDIS server logs remain publicly available for those interested in examining the raw information.
Treasurer’s Report – 1 activity. SEMO reimbursement for $916.57. Final total $32,445.96.
Membership Report – 35 members, 18 quorum, 3 vacancies. Lucius Creamer will be filling the SEMA roll soon.
By-Laws Report – No Report
Committee Reports
Data Development – Imagery being processed. No dates yet on when it will get to MSDIS. Hoping end of the year or shortly after. Next meeting discussing public outreach for it.
NG911 – Still processing through portal and working on grants.
Legislative – Language basically ready to submit. Let Tony know if you see any errors.
Conference – Workshop submissions are still open. Could use a couple more. Interested in Drones and AI. Our Keynote speaker is Dan Coe. He will be doing a workshop and some sessions as well. Going to have meeting soon to divvy out next steps before I go on maternity leave. Want to open registration by first of December as well as abstracts so no one has to do too much more than monitor stuff that’s coming in and begin working on the agenda.
Outreach – Check out the Linkdin page. Also send anything to put on facebook to Katilin. Need to get meeting spaces secured so we can update the calendar on the website for the upcoming year.
Liaison Reports
NSGIC – Working on new way to take Geospatial Maturity Survey. Typically focus on core layers. We tend to rank low due to this. Going to try to give feedback to help bump coordination as a metric. Tom best to represent us at the Mid-Year meeting in Colorado since many of his counterparts are often at this one.

NRCS – No news about Lidar.
Open Discussion
Need someone to serve as the interim secretary while out on maternity leave. Please reach out to Zack if interested. Involves taking notes during meeting and attendance which is pretty easy with zoom.
Presentation
Alfredo Herrera, Connecticut GIO – GIS office started because of the professional community. Funded by general fund but kicked off through ARPA. Broadband a big initial driver. Established in 2022 through Public Act 21-2. Responsibilities include: Coordination, open data, economic development, data processing, broadband mapping. Goes beyond helping government. They are available to assist all different sectors. Employs GIO, 2 coordinators, and 2 analyst. Advisory Council has many sectors represented. Their strategic plan has a working group and is statute driven. It has 3 parts. Data Collection Plan, Strategic Plan, Implementation Plan. Activities they have done: Geodata Portal, Broadband Mapping, Statewide Parcels, Imagery Acquisitions.
Question about feedback. A little too soon to say but seeing anecdotal evidence of the data use. Doing outreach to get people to write down their uses and experience.
