3. Approval of Minutes
September minutes available on the web site. Motion to approve from White, seconded by Hung, approved by vote.
4. MGISAC Administration
4.1 Missouri OGI Report — Paul Wright
- Aerial Imagery/LiDAR RFP Met with OA Purchasing to get a final review. We will also pass this to MGISAC Data development committee for a final review. We will provide a vendor meeting for Q&A after the RFP is released. Dates of release to be set. The aim of this RPF is similar to the new IT Consulting contract; it will pre-qualify vendors for specific project requests.
- Google Products and Services The Google Earth Enterprise suite has been received and is being installed. A two-day meeting was held the week of 10/1 to review the products and initial projects. OGI will be governing the administration and utilization of the tools.
- Voter Registration Districts Had an initial discussion with Matt Hesser on providing a method for counties to report changes to voter registration districts for 2008, 2010 and 2012. This project might incorporate an online map editing capability but there are a number of issues to discuss beforehand.
4.2 MSDIS report — Mark Duewell
- The tiled LiDAR service that Wenbo has been working on is nearly up-to-date with available-existing data. A few slides and a short discussion at the MAGIC Clearinghouse Summit in early October engendered several questions and comments from other state clearinghouse attendees. It seems we are running the leading (bloody?) edge on this one. FTP will still be available at Washington University. The service has been available to the public since Wednesday, September 5th.
- Wenbo continues to work on the tiling services and is examining the tiling indexes recently received from Liz Cook that will hopefully lead to an improved FTP access tool.
- During the month of September and the first week in October the state agencies were testing their applications against the ArcGIS 10.1 Imagery Services available on the backup server at NN. Jeff Schloss (DNR) provided a short synopsis that stated their applications were not impacted beyond existent issues with elevation and derivate data (NED_10M, FLOWDIR, FLOWACC) services.
- Wenbo and Mark attended the 2012 annual MAGIC Clearinghouse Summit in Sioux Falls, South Dakota. The EROS Facility proved a unique and interesting venue for the event. There was a significant discussion of online services by ESRI and Google and other “Cloud” offerings. Also there was much discussion of LiDAR services and the new directions recently provided USGS liaisons in Colorado.
- Presentation was made to MACOG Directors on the Broadband “Structures” project and its goals and outcomes. The presentation was well received. Sub-contracts are in the offing.
- Work on the “Structures” project in Northwest and Mo-Kan RPC’s continue. They are about approx. 80% complete. Staffing has been ramped up to 14 students but each student’s hours are restricted during the school term. Work has begun on the Ozark Foothills (approx. 60% complete) and Kaysinger Basin (approx. 2% complete) RPCs.
4.3 Treasurer's report — open position
Discussion regarding need for a new officer. Discussion of by-laws. Cook nominated to serve remainder of Treasurer’s term. After a careful review of the by-laws, Cook elected by acclaimation. Motion from Drum to elect Cook as Treasurer by acclaimation, seconded by Wagner, approved by vote.
4.4 Membership report — Tony Spicci
We currently have two vacancies on the Council: Sanborn and Missouri National Guard. Kevin Kuhlman and Renee Robinson have both left their positions with their respective agencies. Sanborn is working on a replacement and will be sending representation to the next few meetings until they finalize a person. Renee notified me that she suggested to MNG they send a replacement; they have yet to indicate that they will. I will follow up with them later in October if no one makes this month’s meeting.

5. Project Updates/Action Items
5.1 K-12 Esri License — Shannon White
gis.missouri.org is up and running. Two newspaper articles, one radio spot. First training held at the Missouri Geographic Alliance event September 29. A variety of outreach and training is being planned.
5.2 2013 Missouri GIS Conference — Andy Wagner, Aaron Addison
Wagner: working on candidate keynote speakers. Hoping to identify funds to cover travel, etc. Hoping to open registration on November 1. Developer Unconference preparations proceeding in parallel independently.
5.3 Law Student Paper — Steve Marsh
Expecting law student researching data sharing to attend this meeting in November or December.
6. Committee Reports
6.1 Data Development — Ray Fox
There will be a Data Development Meeting Monday November 5, 1:00 pm at the MDC building in Columbia. Agenda includes discussion of a new state-wide leaf off imagery project to start in 2015, status update of Lidar, and developing a procedure for distributing Lidar data to MSDIS and Washington University. USGS has accepted the final delivery of the East-West Gateway imagery project. NRCS is moving ahead with reprocessing of the Upper Grand Lidar and Dunklin county Lidar projects. Both were contracted by SEMA to a lower resolution specification and will be processed to level 3. Marsh: MARC imagery in QA/QC. QC deadline is October 21. Cook: emphasized importance of 11/5 meeting.
6.2 Homeland Security — Debbie Briedwell
Have not met. Redoing statewide map books. Slight modifications to template planned.
6.3 Local Government — Matt Gerike, Melissa Johnson, Leslie Chamberlin, Jason Warzinik
Gerike: working to finish up local government survey. Expect to have at least one contact in each county.
6.4 Outreach and Education — Mark Duewell, Shannon White
Duewell: North Central (Trenton) Regional Workshop October 24. Registration has been slow. Suggestion of a future multi-state emergency response workshop in Kansas City. White: GIS Day is coming up! If you are doing anything involving school-age children and you mention the statewide license, the time can be counted as matching toward the grant.
6.5 Policy and Legislation — Joe Clayton

6.6 Strategic Planning — Shannon White
Last month’s meeting discussed relationship between MGISAC and OGI. Meeting after lunch to talk about the GIS industry and higher education.
7. Liaison Reports
7.1 MAGIC Consortium — Steve Marsh
Reynolds: Consortium planning retreat two weeks ago. Four priorities over the next two years: NENA workshop, Homeland Security workshop, Senior Executive Seminar will become its own event, NSGIC 2013 (which is in KC) sponsorship.
7.2 National States Geographic Information Council — Paul Wright
- Participated in a conference call to discuss “GIS as IT”. There were 39 participants on the call representing all levels of government. This was a carry-over topic from the NSGIC conference. The issues discussed were:
- What can states NOT coordinating GIS and IT do to set up a formal arrangement with their state IT agency so that GIS shows up on their “org chart” at least as a dotted-line connection?
- Pros and cons of co-locating GIS and IT? Best practices?
- It was proposed that a work group be established within NSGIC for this item. The goal is to get CIOs to incorporate GIS into their operations and take time to understand why GIS is important.
8. Cooperating Agency/Organization Reports
8.1 NRCS — Liz Cook
NAIP 2012 county compressed mosaics received and on their way to MSDIS.
8.2 USGS — Ray Fox
Annual training meeting two weeks ago. Business as usual for about the next year. Liaisons will begin to specialize in different use areas. Elevation, hydro, names. Imagery missing. Moving to USDA?
8.3 Missouri Resource Assessment Partnership — Diane True

8.4 Missouri Mappers Association — Melissa Johnson
Board meeting tomorrow. Duewell attending KAM on behalf of MMA.
8.5 Missouri Society of Professional Surveyors — Joe Clayton

9. Round table Discussion
Marsh: Map as Art exhibit at the Kemper Museum in Kansas City through April 21.
Mark Duewell: clearinghouse meeting was very good. Lot of discussion about the cloud, ArcGIS online, Google.
Hesser: Census GSS will change the way things work in the Census world. Goal of updating TIGER files. Community TIGER web site. There will be no more address canvassing in the 2020 Census. Address accuracy will occur through the Community TIGER. Title 13 issues still unresolved. Lots of issues facing local governments. Discussion. Jeff Schloss suggested EPA “network node” approach. Extensive discussion. Craig Best to be invited to the November meeting.
Jeff Schloss: DNR E-permitting system. Stopped taking paper applications on September 1. The only problems encountered have been where NHD lines break, a good argument for NHD stewardship. Good things happening with NHD stewardship. Interest in Google Earth Enterprise. Agencies don’t have a good understanding of what capabilities they already have.
Fox: There is interest in what Missouri is doing with the NHD.
Gerike: staff stabilizing. Added survey and right-of-way acquisition capabilities. Working on an asset management RFP. City seeking a new IT deparment director.
Wagner: new police department leadership at Maryland Heights is much more technology-savvy, looking at better mapping of accidents.
Reynolds: reduction in staff in assessment department has increased workload in GIS department. Core Four, made up of largest four jurisdictions in the region, forming. Reynolds was the only GIS person out of 150 attendees.
Briedwell: Robinson’s position at the National Guard closes on the 15th.
