May minutes available on the web site. Motion to approve from Cook, seconded by Tracy Schloss, approved by vote.
4. MGISAC Administration
4.1 Missouri OGI Report — Paul Wright

  • Aerial Imagery/LiDAR RFP – Bids have been reviewed and scored. Awaiting OA Purchasing sign-off and then orgs can be notified.
  • Enterprise Server Architecture – OA ITSD has provided an enterprise solution plan for GIS servers. OGI is reviewing the plan and determining associated costs. The plan would help consolidate GIS servers and provide for fail-over.
  • Enterprise Architecture Standards – OGI is taking a first cut at updating the standards as they relate to GIS. These were created in 2003-2004. Once a draft is completed we will provide to other state organizations to review and comment.
  • NSGIC Membership Renewal – See attached.

4.2 MSDIS report — Mark Duewell

  1. GeoPortal: Louisa is still working on the Broadband Surveys effort — we do expect this to change in the next week or so — then she will move back full time to the Portal effort. Significant changes have been made to the Portal based on recent feedback (last meeting’s) from the MGISAC. All tabs now reflect that downloads can be conducted on any one of them. Older duplicated files have been removed from the clip and download. It (Clip & Download tab) is fast becoming the best location at MSDIS to access and download the most recent datasets in formats most useful to the user.
  2. NEW – Virtualization of the MSDIS-Imagery Servers: Planning has started on a number of possible solutions for virtualizing the imagery servers with all the benefits to long term admin and availability that such a solution creates. It hopefully will eventually remove the concern that occurs every few years with the next round of server purchases, enabling us to expand storage and memory capabilities in less time and with less complications created by moving from one platform to another physically.
  3. Broadband “Structures” Project:
    Sub-contracts have been received from 16 of the 19 RPCs – these are moving through the final signature stage at the University – 13 are finally signed and will be emailed back to the RPCs. Steve Marsh has agreed to set a meeting of the principals to discuss the project in the MARC region after June 17th. GRC has just hired an additional 9 student staff members over the summer period to try to put a major dent in the counties remaining. We estimate we are slightly less than half way through the project as regards points – a larger margin remaining as regarding footprints since we still have the larger population centers to complete.
    Progress: We’re flirting with 2 million points and 5718 footprints completed. 87 counties are complete or partially completed and under review at the GRC. Community Anchor Institutions are being mailed to the RPCs on memory sticks with instructions for surveys to be conducted.

    Mark attended the Tri-Lakes User Group meeting in May to speak on the Broadband Structures Projects progress.

NSGIC dues are due July 1. We budgeted $1,000 but dues have increased to $1,500. Haithcoat raised the question of which five MGISAC members are submitted to NSGIC. Briedwell mentioned that Spicci asked her to ask the group to consider increasing our membership tier so that all MGSIAC members are again NSGIC members. Gerike pointed out the reduced price of conference registration to the upcoming NSGIC annual conference in Kansas City could be a factor. Haithcoat has mentioned that MAGIC has made an inquiry to NSGIC about extending the NSGIC member conference rate to MAGIC members. Cook mentioned her difficulties trying to attend the conference as a federal employee. Duewell said that the conference is unlike any other geospatial conference. Motion from Drum, seconded by Schloss, to allocate an extra $500 toward the annual State Leaders Membership tier of NSGIC. Approved by vote. Members to be forwarded to NSGIC: Debbie Briedwell, Liz Cook, David Drum, Steve Marsh, Paul Wright. Approved by vote.
4.4 Membership report — Tony Spicci
Drew Lane is now officially representing the Missouri National Guard.
4.5 By-laws — Debbie Briedwell
By-laws changes submitted by Marsh. Slight anomaly in the numbering submitted. That problem is being researched by White. Motion from Gerike to accept by-laws changes, seconded by Cook, to accept by-laws changes pending determination of correct numbering. Approved by vote. Duewell to open nominations.
5. Project Updates/Action Items
5.1 Change date of July meeting — Debbie Briedwell
July meeting conflicts with the Esri User Conference. Some, but by not means all, MGISAC members are attending. Doodle poll will be sent out to determine the best, possibly alternate, date for the meeting.
5.2 Update on local government survey — Local Government committee
Handout provided and discussed. Extended discussion about the difficulty of getting survey participants, gaps in responses from counties known previously to have a GIS, what to do in the future to reach the right people and get better information.

6.1 Data Development — Ray Fox

Lidar: Mo-Grand Lidar project completed and accepted.

Upper Grand: elevation data accepted.

Upper Black Watershed: Project was incorrectly shown in the USGS project tracking system as continuing into Missouri.

Imagery: Interest from Washington and Butler Counties. Awaiting award of state contract and request for price quotes.

No report. Will meet tomorrow for the first time in a couple months in one of the conference rooms in the UM Extension building (the former Conservation building) at the northeast corner of Stadium .

Identified to-dos (statement regarding cancellation, insurance, letter justifying attendance) will likely become work for next conference committee.

LiDAR inventory update proceeding. NOAA is hosting a collaborative website for all public Lidar at: www.csc.noaa.gov/inventory. USGS liaisons are tasked with an annual update.

Website Introduction: The U.S. Interagency Elevation Inventory displays high-accuracy topographic and bathymetric data for the United States and its territories. The project is a collaborative effort between NOAA and the U.S. Geological Survey, with contributions from the Federal Emergency Management Agency.

This resource is a comprehensive, nationwide listing of known high-accuracy topographic data, including lidar and IfSAR, and bathymetric data, including NOAA hydrographic surveys, multibeam data, and bathymetric lidar. This inventory was completed November 2012 and will be updated annually.

The information provided for each elevation dataset includes many attributes such as vertical accuracy, point spacing, and date of collection. A direct link to access the data or information about the contact organization is also available through the inventory.

If you know of additional datasets that could be included in the inventory, please contact the NOAA Coastal Services Center.
