4. MGISAC Administration
4.1 Missouri OGI Report — Paul Wright

• Department of Social Services (DSS) – Medicaid Provider Search: The Medicaid Provider Search project is to develop an interactive map search utility for Medicaid Recipients in finding Medicaid Providers that meet their needs relevant to medical care type and proximity from recipient. This application will replace the existing provider web search application. The estimated completion date is October 1, 2015.
  Update: An issue log has been developed by Anil Kalia, ITSD-DSS, to track items found during user testing. Most of the items are related to data clean-up. The only technical item was to add information to the map page on entry of selection criteria. Testing will continue through the week of 8/3/2015.
• Missouri Department of Agriculture Ag Business Development (ABD): ABD registrants provide a physical address. MDA would like for their application to be able to use that physical address to generate a longitude/latitude position.
  Update: On 8/4/2015 Nathan Rackers, ITSD-DHSS, provided a link to the code which can be used to access the geocoder from a web application. This will be provided to the development team.
• Imagery Collection: The new project will collect aerial leaf-off imagery for the eastern half of the state. Aerial imagery timeframe is November-April, based on weather conditions.
  Update: There have been monetary commitments from Conservation and Natural Resources. Other organizations, that use imagery extensively, have been contacted (Transportation and State Emergency Management). ITSD-GIS will also be investigating any recent imagery collections that could be used to reduce the flight area and cost. We will also contact other governmental entities (cities, counties) to explore their interest in providing funding.
  The current timeline is to have a PAQ out to the four pre-selected vendors by the end of September and a vendor identified by early October.
• State Emergency Management Agency (SEMA) Activities ITSD-GIS has various projects underway in support of SEMA:
  Update:
  • Flood Event: Local Storm Report and USGS gage data retrieval, Time aware viewer – Missouri has been active for floods and severe storms since mid-May. Current work includes mining data and creating reports for local storm reports and river gage levels. A time aware viewer that shows this data day by day was also created from this data.
  • North Callaway bus routes – This project involves the creation of an online editor for North Callaway Public Schools so that they can modify their bus routes for the new school year. This was previously done using the flex environment, so was moved to a javascript format. The data that is collected here will be used for Callaway Radiological Response planning and response.
  • Radiological Dispersion Weapon (RAD) – Working on a Survey123 (new ESRI product) form for the RAD team field collection during an emergency radiological event. This is in the beginning stages of development. Survey 123 allows users to quickly build custom survey forms tailored to an emergency event. It records the current GPS location or allows the user to manually adjust the survey’s geo-position using a base map. I also allows for geo referenced picture. It can be used on iPhone and Android devices. When the form has been developed it is uploaded to Google Play and Apple App Store.
• Department of Economic Development (DED) Activities ITSD-GIS has various projects underway in support of DED:

  • Updates to 2012 MO FACT project – Three statewide maps showing the locations of planned MO Family and Community Trust expansion offices on all three, and 70 mile buffers of the offices on two of three. Each had a Census attribute by county symbolized by quantity: 2013 population, 2013 population, and 2013 population under 18.
  • Board of Nursing project – This is a yearly project, usually requested in June or July. Three statewide maps showing the RNs, LPRNs, and APRNs across the state along with the number per county and average age. This year, an additional request was made to map 29 APRN specialist professions by county with average age.
  • Regional Farms project – Regional map showing the number of farms per state in Missouri and its surrounding states and color coded by quantity.

4.2 MSDIS report — Mark Duewell

1. Server virtualization of the Web side of MSDIS has been tested and is now online. The Imagery side will follow when the kinks have been worked through.
2. Tom Vought will be taking over as the MSDIS Imagery Technician from Jason Hinsen, who has moved to UM Center for Geospatial Intelligence (CGI).
3. GeoPortal customization is ongoing. The base maps on both the Search and Clip & Download pages have been measurably improved.
4. MSDIS first period biannual report distributed via email on 8/11/2015.
5. Looking into helping local entities improve their metadata. If you are interested, please contact MSDIS.

5. Project Updates/Action Items
5.1 2017 Missouri GIS Conference Site Selection Contract — Tony Spicci
Schieber has provided information received from hotels. Camden on the Lake, Lodge of the Four Seasons, TTA, Stoney Creek Inn, Courtyard, Truman Hotel. Lots of range in room rates, meeting space rate, and so on. Discussion about the need for Federal per-diem rooms, general parameters of responses.
5.2 Geospatial Data Act — Tony Spicci
Actively working to find sponsors.
5.3 Missouri Imagery Project — Paul Wright
Looking for internal and external funding sources. Also, any imagery that has been acquired in the eastern half of the state that can be leveraged. EastWest Gateway imagery should be available according to Donze.
5.4 Geospatial Maturity Assessment — Tony Spicci
Please provide your agency’s top three accomplishments, goals, challenges for Tony to compile into a statewide response.
6. Committee Reports
6.1 Data Development — Liz Cook
USGS process to co-fund LiDAR (BAA) is the new approach to cooperative funding. The timing, stringent constraints on quality, and the contracting mechanism required for the funding sources make it impossible for Missouri to submit a proposal. Cook and Warzinik will work with the Corps of Engineers for acquiring four to six counties in the southwest and southeast of the state.
MO-AR project is wrapping up. Lining up volunteers to conduct quality control.
Eastern half of Missouri imagery acquisition starting back up per Wright’s comments.
6.2 NG911 Addressing — Steve Marsh
Need assistants on this committee. Warzinik, M. Duewell, Resz, Gerike volunteered.
NENA standard still pending, similar to Kansas standard. Will likely be adopted by Kansas City. EastWest Gateway also working on a standard.
6.3 Local Government — Melissa Johnson
Completed and submitted slides for M. Duewell’s presentation. Survey summary to be completed next month.
6.4 Education — Shannon White
Carter: White attended National Geographic event last week; running the 4H building at the State Fair this week. 13 people attended the Geospatial Teacher Camp. GIS Day is November 18.
6.5 Outreach — Tim Donze
M. Duewell: shuffling roles between myself, Colin, and Tim. Planning to provide a large slide deck for individual presenters to eliminate certain slides based on topic and audience. Do we want slides from partner entites (MMA, MORAP, etc.)?
Donze: Southeast Missouri symposium continues to add registrants. Next up is a LiDAR workshop in central Missouri.
6.6 Marketing and Communications — Jason Warzinik
New teleconference phone to improve audio quality. Created slides for M. Duewell’s presentation. Beginning to look into new conference booth display.
6.7 Policy and Legislation — Aaron Addison

7. Liaison Reports
7.1 MAGIC Consortium — Steve Marsh
Structure of conference forming. Call for presentations is out. MAGIC grants are beginning to report results.
7.2 National States Geographic Information Council — Tony Spicci

• National Geospatial Preparedness Conference was a really good event. GIS does not have its own emergency support function (ESF) so there are no clear expectations. FEMA has been approached about creating an ESF for GIS.
• NSGIC leadership met with new USGS mapping office director. New director will be presenting at the NSGIC annual conference. Many USGS liaison retirements impacting the midwest.
• Esri web presentation on community addresses 1:00 CDT Sept. 10.
• Annual conference two months away.

Conference was a success. Good turnout for all talks and workshops. Johnson is now president of MMA. Have posed the question to MMA membership of whether they would consider joining forces with the Missouri GIS conference. MMA membership were not in favor of the idea.
8.5 Missouri Society of Professional Surveyors — Jon Cole
Cole is attending at the request of Clayton and will continue to learn about the group and how to contribute.
