Administration
OGI Report – Jen Weaver sitting in for now. In transitionary state and doing interviews for the permanent director. Specialist positions are open as well. Apply at MoCareers. Even if the position says it’s in chesterfield or JC people can work in either office with the exception of the SEMA position. That position is only in JC. November 17th is GIS Day and will be on 4th floor of Truman Building. Things going to be done a bit different. Might provide lunch. New OA commissioner maybe presenting. jennifer.weaver@OA.MO.Gov

MSDIS General News
Missouri OGI/MSDIS GIS Day – 17 NOV 2026 Your Friendly Neighborhood Statewide GIS Data Clearinghouse will be cohosting a GIS Day event with the Missouri Office of Geospatial Information on 17 November 2026. The event will take place in the Truman Building in Jefferson City, MO and will feature a mix of student research in addition to the normal presentations. Owing to recent staff turnover, this will be a more low-key event than previous years, but we hope you will join us. More information will be distributed via the MSDIS ListServ.
MSDIS Web Presence
New website! Msdis.missouri.edu has finally been replaced with the new WordPress site we’ve been hinting at. This was completed just before our previous MGISAC meeting, but I had already sent out the monthly update. It is still a work in progress, and I am deeply unhappy with the slow loading time, but we finally have a proper, University of Missouri-branded page.
ESRI Health and Governance Review
The ESRI Health and Governance Review is scheduled to take place Nov 18, 19, and 20. As previously mentioned, the value of having ArcGIS Monitor installed and watching the MSDIS servers cannot be overstated. Our ability to respond to threats has been drastically enhanced by live reporting.
AWS Open Data Sponsorship Program
After remaining dormant for well over a year, I believe significant progress has been made on this agreement. Testing moving data currently into AWS. Data is limited to the application submitted which was for 23-24 6 inch imagery. Hoping if it works another application will be done for Lidar assets. Possibly MoHIC data and SEMA data. Expecting each will need to be their own application. Still in the testing and investigating phase.
State Training
Katilin is working on developing an Introduction to ArcGIS Online course to add to the current set of available courses. Additionally, we believe that the initial rush of registrations for these courses has subsided and will be reducing the number of offerings to reflect the lull in attendance. These courses were originally intended to be offered once a month at most, so the previous twice monthly schedule was already a drastic deviation from the original intent. Information about the next course will be made available when we are ready to open registrations.
MSDIS Downtime
The Statewide Imagery Server was again the target of an overwhelming number of requests on the afternoon of 28 Sept 2026. This traffic was caused by the same host that disrupted services in August. Instead of blocking traffic according to its IP Address, I escalated my response and have blocked incoming requests from the host in-question. Traffic immediately returned to normal after the new rule was put into action and has remained within anticipated ranges since.
Donate To MSDIS
Anyone wishing to directly support MSDIS can still donate to the MSDIS Excellence Fund.
MSDIS would like to thank both Aaron Addison and Arthur Crawford for their generous donations to the fund.
MSDIS Social Media
Your Friendly Neighborhood Statewide GIS Data Clearinghouse is proud to announce its triumphant return to the world of social media. You can now follow MSDIS on both Facebook and LinkedIn.
Kasey is looking through ArcOnline assets to review Tags that are being used and can be consolidated. Trying to get stuff more organized.
Treasurer Report – Over $9700 on conference expenses have come out. Second deposit has come out and we are now down to $11,169.72. Expenses coming up will include the KC meeting and the SEMO Symposium.
Committee Reports
Data Development – Had a good turnout at the last meeting. Talking about having a webinar December 3rd to go over past flight imagery and the coordination that went into it. MSDIS will talk about how they fit into the puzzle and go over where the data is. Will also go over future flights to try to drum up excitement about contributing to that process and work toward a revolving update to imagery. Broken state into thirds. Have gone over the process of getting data to MSDIS from local entities to make public for faster sharing. Will be looking at what to do with the data next. Emergency management subcommittee hopes to get a group of working contacts together ahead of an emergency of who to turn to for what. State has some applications that could cross over for local use. There’s a nationwide contract to fly post event imagery after disasters. It’s designed to aid in response and assessment. They have put together a document on how to request imagery. Also putting together a hub site to pull together useful tools available out there to use. Data Dev committee hopes to help get the right people in the right place. By being involved you are helping out. Bring your knowledge, ideas, and contacts.
Communications, Marketing, and Outreach – More signed up than what showed up in person so there will be extra food. Discussing having another next fall. Did make some website updates to members and committee info. Let Chris know if there’s any other updates needed. Last week was SEMO Symposium. Talked about the need for strong GIS leadership in the state as the budget gets tight. Discussed ROI and when they are needed. Next one will be in a couple years. Several interesting presentations. If interested in joining, reach out to Zack. Looking for a new chair.
Conference – Registration will be open very soon. Website is updated with dates, prices, and vendor/sponsor opportunities.
USGS/NRCS – Lidar is on hold. DCA process isn’t out so there’s nothing they can do. It will be spring at the earliest to fly. Boone County reached out wanting to fly QL0 again. Had meeting to get them on board for future flights. He and Tim will hopefully be able to submit for Boone, Audrain, and Callaway for the extra leftovers. Current collection is around $280/SqMile. Bid might go up due to aviation fuel being $9/gallon. Central Missouri Lidar quote was for $1.2m.
Open Discussion – Been working on by laws, vision document, and strategy stuff. Hoping to get those out as final documents for folks to look over. Need to think about how we make the vision happen. Zack sent OA our appointment document but OA has not reached out to anyone yet. Looking to possibly start using the new by laws and vision document starting in January if nothing from OA speeds that up.
