Present: Darryl Williams, Liz Cook, Lew Davison, Ron Beck, Tim Haithcoat, Don Lloyd, and Jeff Davis
Absent: Tony Spicci, Mike Benzen
Tim Haithcoat called the meeting to order. Tony Spicci and wife were at the hospital trying to become parents so Tony had called and dismissed himself from the meeting.
Tim reviewed in more detail the FGDC-CCAP grant that MSDIS had received and outlined the timeline and travel requirements for participation in the CCAP program. The required NSDI Partnership Kick-off Workshop is to be held in Charleston, SC from September 21 – 24, 1998. Greg Breuer and Tim Haithcoat will be attending the two-track workshop. One track is for web developers and the other for managers of these sites.
The workplan tasks for FY99 were identified and monies allocated based on much discussion, prioritization, and linkages to the stated goals of MSDIS and the MGISAC. The following tasks were identified under each goal.
PLAN MSDIS ACTIVITIES AND REPORT REGULARLY ON PROGRESS
Goal: To allocate MSDIS resources where they will most benefit the GIS community.
TASK #1 Serve as Secretary to the MGISAC
TASK #2 Prepare annual work plan
TASK #3 Brief the ITPB and ITAB on MSDIS
TASK #4 Final report on the annual work plan
TASK #5 Attend meetings and conferences + fees
MAINTAIN AND EXPAND THE SPATIAL DATA ARCHIVE
Goal: To establish and make available to the GIS community in state government and beyond a core database of geographic information to be held and maintained in common as a continuing asset within an archive.
TASK #1 Populate databases with attributes/metadata
TASK #2 Maintain a digital data library
TASK #3 Add Search and Spatial Retrieval
TASK #3 Inventory and Survey
TASK #4 Database catalog
TASK #5 Hardware and software for posting files
TASK #6 Software and Hardware maintenance
SET DATABASE AND COMPUTER STANDARDS FOR THE GIS USER COMMUNITY
Goal: To advise and assist the Office of Information Technology in setting GIS standards in Missouri State Government.
TASK #1 Database standards development and education
TASK #2 “Best practices”
TASK #3 Recommendation for staffing descriptions
TASK #4 White Papers posted on web
EXPAND THE USE OF GIS TECHNOLOGY IN MISSOURI STATE GOVERNMENT
Goal: To encourage use of GIS technology and geographic data resources in state government by providing practical support to users.
TASK #1 ‘Open Budget’ of 7.5%
TASK #2 Publish two (2) newsletters
TASK #3 Assistance / conversion of data sets
TASK #4 Missouri GIS Conference
TASK #5 Agency Outreach: talks,education,demonstrations

Tim Haithcoat distributed MGISAC letterhead to members for their use in correspondence concerning the activities of the MGISAC.
Tim Haithcoat then asked Darryl Williams as to the status of the State Mapping Advisory Committee (SMAC) for Missouri. Darryl stated that it was not very active but that DNR was the SMAC for Missouri and should be contacted if this group wanted to pursue SMAC issues and responsibilities. He also stated that in some of the other states in the region the SMAC’s were part of the advisory groups mission and mandate so it would not be out of order for the MGISAC to pursue these activities. Everyone agreed that the activities of the SMAC are important and that we should further investigate, with DNR, how to become more active in providing direction to the USGS concerning such things as map update, database development, partnerships, etc.
