Administration

OGI Report – Still working on job classifications so they don’t just shift the pyramid up. Instead, specialist class actually be people with extra knowledge. Changing job title shouldn’t be only way to get pay raise. Update on transition from Jason to Sara next month.

MSDIS General News
As is typical, December was an extremely quiet month for MSDIS. We continued to monitor the website and servers throughout the holiday season, and pushed new datasets into distribution as they became available from our colleagues in Jefferson City.
Since we have already received our first new datatset of 2021, please note that we will begin the annual process of swapping last year’s data out with updated versions. As we have done in the past, the 2020 downloads available through Open Data will be replaced as new data become available. 2020 data services will run parallel with 2021 updates on a limited basis so our users can update their map documents, apps, and other projects.

MSDIS Downtime
No outages were reported during December 2020, however we did receive an isolated email on the afternoon of Friday 11 December that imagery services were noticeably slow. After investigating the issue, we were able to confirm that some of the more complex imagery services were operating slower than they should, but none were outright offline. The issue seemed to resolve itself shortly after it was reported, though we continued checking throughout the weekend. Given the timing of the event (late in the afternoon on a Friday in December), there is the very real possibility that the slowdown was the result of some form of maintenance being done by the Division of IT. Whatever the case, we have not received any similar complaints since then.

Treasurer’s Report – No Expenses. $22,849.95

Membership Report – Total: 37, Good Standing: 32, Vacant: 5, Quorum: 19

By Laws Report – Just a reminder that mass discussions and decision making should happen in a public forum and not through email. Need to be thinking about how to go about future voting in virtual environment.

Presentation

Tim Callahan – GIS manager for the City of St. Louis – Does multiple things in IT and PDA. City has had an ELA through ESRI for 2 years ad has 168 accounts used. GIS is integrated throughout PDA, IT, Assessor, Forestry, SLDC, Public Health, and BPS. More integration in the future. Currently 23 web maps available on the city website. Hoping to dive into 3D mapping but need a little more support to get that one going.

Committee Reports

Data Development/911 – Met Thursday about getting interest in state-wide fly-over. Winter 2022 tentatively to shoot for. Current contract is expired. Another extension isn’t going to happen. New contract is close though. 911 committee – GeoComm sent out data requests. Next Gen 911 data standards have been completed.

Education – ESRI story map competition going on. Not expecting as much participation. Middle school now considered 4th-8th grade. Students might be reaching out for data.

Outreach – No Report

Conference – Trying to decide between in-person and virtual/hybrid. Wanting to discuss possible financial hits with swapping to virtual. We will be on hook for meeting room at $1500-$2000. None if covid related cancellation. There could be financials involved in going virtual if equipment or software need purchased. Potentially shelling out $5000-$6000 total. Will start checking virtual options. Final discission in February. Right now leaning toward virtual with a hybrid option pending pandemic closer to time. Currently no one on the planning committee has virtual conference planning experience. Tentatively opening registration in May.

Liaison Reports

MAGIC – Planning retreat meeting in Branson to work on 2022 conference. It will be held at the Branson Landing Hilton Hotel. Everything will be in-person in 2022.
NSGIC – Winter caucus just happened. Waiting on census numbers. Virtual mid-year meeting in February.

Cooperating Agency Report

NRCS – Negotiating 2021 spring acquisition. North MO being done. Waiting on final details.
