4. MGISAC Administration
4.1 Missouri OGI Report — Paul Wright

• I don’t have much to report this month. Still following-up on activities from July.
• I did participate in the Information Technology Advisory Board (ITAB) meeting and reported the completion of the RFP and the subsequent discussions at MGISAC for its use. I invited anyone who was interested in this discussion to participate in upcoming council meetings.

4.2 MSDIS report — Mark Duewell
Duewell reviewed the MSDIS Biannual report and FY13 (2012-2013) Annual Final Budget report. Numbers on the portal are up. A variety of duplicates have been removed. A new LiDAR status graphic has been posted. Agreement with Washington University in St. Louis to host LiDAR and imagery is being reviewed. Structures project up to 2.9 million structures.

4.5 By-laws — Liz Cook
Briedwell stated that the NSGIC representative list by-laws changes will be submitted for next month. Current Missouri representative volunteers are Spicci, Cook, Briedwell, Warzinik. One slot open. Gerike took last slot. Motion from Briedwell to nominate Spicci and Marsh to NGAC. Seconded by Reynolds. Approved by vote.
5. Project Updates/Action Items
5.1 Candidate Position Comments — Candidates
Cook stated that she is Treasurer for two other organizations in addition to having served as Treasurer at different times for MGISAC. She would like to be elected to maintain diversity on the Council as her opponent will already be stepping into the role of Past Chair. Marsh commented that he was not aware that he would be on the ballot for Treasurer and conceded to Cook. Gerike stated that he saw a variety of opportunities for the Council and would like to be in a leadership position.
5.2 Elections
Duewell: Reynolds elected Chair-elect; Cook elected Treasurer; Drum ran unopposed for Secretary.
5.3 Communications from State Contractor Firms — Contractors
Holm: been working on NAIP for over 20 years. Very experienced in statewide acquisitions. Corps of Engineers, IDIQ, multiple statewides, imagery and LiDAR. Facilitating buy-ups. Experience with state departments of transportation, consortiums, counties, cities. Eleven aircraft, multiple camera systems are all owned, not leased or subcontracted. Project marketing assistance. Lots more regarding services.
Hammond: We can help you form and define your project. Thanks for the opportunity to work with you.
Mefford: AeroMetric and PhotoScience have merged, combining the experience of both organizations.
Donze: Feel that the vendor selection process worked well. Our industry is driven by relationships. Surdex has been in Missouri for over 50 years. We’ve recently reinvested in our technology. Lots more regarding project background.
5.4 Other New Business — Steve Marsh
Time to start thinking about the 2015 Missouri GIS conference. Donze, Warzinik, M. Duewell, Cook, Drum. Motion from Donze, seconded by Gerike, to retain Custom Meeting Planners. Friendly amendment from Marsh to request a draft contract from Jamie. Donze accepted the friendly amendment. Motion passed by vote. Discussion about how to start the conversation regarding where to hold the next conference.
6. Committee Reports
6.1 Data Development — Ray Fox
Lidar: Received additional information for the Schell-Osage project. Continue to plan for the NW Missouri 2014 Lidar project. Cook: project may be expanding into bootheel area.
Imagery: Waiting for one county and one regional planning commission to request estimates for the MO photogrammetric services contract. Estimates will be used to create marketing materials. Fox requested estimates from the four vendors present. Longer discussion about how to pull together piecemeal needs into larger projects that achieve economies of scale.
USGS is working with VA to include national cemeteries in The National Map. To date Jefferson City and Jefferson Barracks have been received. Springfield National Cemetery does not have authoritative boundary information at either the city or county. City has offered to produce this if no other source can be found.
6.2 Homeland Security — Debbie Briedwell
Briedwell deployed due to flooding.
6.3 Local Government — Matt Gerike, Melissa Johnson, Jason Warzinik

Geospatial in Youth Education Report

• Summers@Mizzou GeoTech Camp Report Thank you to MGISAC for financial support of the GeoTech Youth camp. We had 10 participants in this years camp. It was very successful and in four days we went from mapping and compass making/reading to GPS, GIS, Remote Sensing including hands on with LiDAR data. In addition, the camp participants collected and edited 489 points of data as part of a service-learning community partnership with the City of Columbia. Pictures will be forthcoming.

  • Female volunteers needed for a GPS and Geocaching event with a large number of Girl Scouts in Jefferson City September 7th.
  • Male volunteers needed for a GPS and geocaching event in Columbia, October 12th with Boy Scouts of America
  • Volunteers needed for local support of the 4-H National Youth Science Day, October 9th, which this year the National Science Experiment is: Maps & Apps (there is curriculum available and it will ship September 1 if a local club wants to order it). It completely focused on geospatial technology. More information at:

  • Geography Awareness Week (November 17-23). This year’s theme is Geography and The New Age of Exploration. I will be sending out proclamations for each county and the Governor’s office in September. More information at: Geography Awareness Week
  • GIS day is November 20, 2013 this year it’s Discovering the World through GIS as the theme. Make sure you register your event at: GIS Day

West Central LiDAR workshop at MARC. Fifty-six attendees out of 60 registered. SEMO workshop is on September 18. Planning a northeast workshop next, probably in Hannibal.

Marsh: Drone legislation will be coming back. White: might want to get the Journalism school in articulating the positive dimensions of drones.

7.2 National States Geographic Information Council — Paul Wright
ArcGIS Online (AGO)
Discussion over the last week or so has been on the recent announcement that ESRI entitles every customer organization that has ArcGIS for Desktop (Basic, Standard, or Advanced) to receive an ArcGIS Online subscription.
Some felt that what ESRI is doing is basically analogous to opening the doors wide open for widespread chaotic use of an online content management system. Also, there has also been some initial confusion on how this offering actually works, different input from the various ESRI sales contacts.
A few items for consideration:

• policy on what a state-branded presence should look like…even in a decentralized, multi-department presence
• best practices for establishment of groups, tagging, and user management
• use of Groups to group content for ease of discovery/use first…use of groups to manage individual access only where absolutely necessary
• some clear understanding of the comparative costs of state controlled/hosted services vs cloud hosted services…especially geocoding and map services
• do you get into the user management game
• how to efficiently maintain metadata

9. Round table Discussion
White: Missouri Geographic Alliance conference on Geography & Geography Education will be Saturday, Sept 21. More information to be sent out. This summer we had 5 of our members participate in a Multi-state Geo-Literacy Leadership Institute. It was focused on advocacy, media and marketing. We are also participating in a 10-state partnership to plan a multi-year, multi-week educational outreach event on the Mississippi River. The first year will focus on the headwaters to St. Louis and the second year will focus on St. Louis to the Gulf of Mexico. Organizationally, we are currently brainstorming our planned Advisory Board.
