Missouri Stakeholders Meeting Notes

The Missouri stakeholders meeting of June 18, 2010, 10:00 1:00 at the offices of the East West Gateway Council of Governments in St Louis, MO was called by Ray Fox, USGS Geospatial liaison to Missouri and Chair, Missouri GIS Advisory Committee, sub-committee on Data Development, and Tim Haithcoat, State GIO. All known federal and state acquisition agencies were invited to participate in a meeting to determine up-coming acquisition plans, and to develop a long term strategy for meeting the needs of the state.

National and Regional Survey Monkey Results Overview:

Prior to the meeting a short survey modified from the NSGIC survey was sent to all invitees. Tim Haithcoat presented a power point briefing on the results along with material from the Missouri LiDAR business plan. The presentation has been posted on the MGISAC web site under the Data Development committee section.

What is planned, area, specifications

What you need but are not able to acquire short term

Each agency was provided the opportunity to present their needs. Bob Franke, FEMA Region 7 had distributed FEMAs Risk Map Elevation Data plan prior to the meeting. This is also posted on the MGISAC website. FEMA will continue to disperse funding through their state partners, in Missouri that is SEMA. There is some question on whether SEMA can provide these funds to other agencies, including other state agencies that have the lead in contracting for. Scott Zeller and Steve Noe representing SEMA stated that SEMA wants to partner with others for acquisition and will convey the need to provide funding and not always be the lead contracting agency to their management. Bobs handout has three areas in Missouri that they are interested in for FY-11, agreements must be in place by September 30.

 

 

FEMA is now collecting the elevation data by watershed, partners wanting to collect by county will have to pay the difference with FEMA only partnering for their area of interest, and to a resolution that supports 4 foot contours in most areas. They will use the USGS v 13 specifications with exceptions. There is interest in the St Louis Phelps County area from DNR, USGS, NRCS, and SEMA. FEMA has been contacted by a Senator from Arkansas about including Dunklin County as part of an acquisition for NE Arkansas by FEMAs Region 6, this may be another opportunity for others to partner in the bootheel.

DNR has funding and expects to develop a partnership with USGS and others for Jefferson, Franklin, and St Francis counties using an existing contract with the St Louis Corps of Engineers. This is part of the St Louis Phelps County area of interest for FEMA and SEMA.

Ray Fox of USGS has a verbal commitment to partner for these counties assuming that funding is available next fiscal year. USGS has also been approached by the USACE-Little Rock to partner for three counties in south-west Missouri that are in the Table Rock lake area. These are Taney, the remainder of Stone, and Berry counties.

The Kansas City Corps of Engineers needs to complete the Missouri river corridor and as a

second priority the area around Whiteman Air Force base, and last their large lakes.

NRCS is very interested in the bootheel region, but is willing to partner with other agencies for other areas such as the St Louis-Phelps corridor.

Karen Hagerty of USACE-Rock Island spoke on their Mississippi river corridor project, they did not get it acquired this year due to high water and an early spring. No plans for future acquisitions were mentioned.

Long term plans, federal and state initiatives:

USGS has an interest in improving the elevation data for the entire nation, USGS funding next year is unknown, the current budget calls for a reduction in partnership funding although elevation remains a priority especially where needed for new topographic mapping. The contours generated from the existing NED are not adequate for new contours in the bootheel, Missouri is scheduled for new topographic mapping in 2012.

NRCS must also compete nationally for funding; however there currently is money to compete for.

FEMAs risk mapping program has funding for elevation data, although the plan does not call for the resolution sought by other agencies (2 foot contours only in critical areas).

DNR will continue its dam safety program with the wetlands and levees programs becoming more interested in as well.

SEMA has along with the risk map program the New Madrid seismic zone as a priority area. Developing a strategy for state-wide acquisition:

A business case for improving the elevation data for Missouri continues. Tim would like to see the state have some working capital to use in supporting projects. The idea of the state developing a contract similar to the ortho contract was discussed but is not likely in the near term.

Wrap Up, actions:

1. Ray Fox, Ryan Mueller, Tim Haithcoat, Liz Cook, a representative from SEMA, and other interested parties need to meet within the month to develop funding and project scope for the St Louis Phelps County area. Representatives from Jefferson, St Francis, and Franklin Counties need to be contacted and invited to meet with this group as well. As DNR plans on using the St Louis Corps IDIQ contract, how SEMA can participate is an issue.

2. Scott Zeller and Steve Noe to investigate whether SEMA can partner with the DNR project by contributing funds either to DNR or directly to the USACE-St Louis.
