Haithcoat: Cadastral Standards meeting ramping up. Aerial photography RFP. LiDAR, contours, planimetrics. Draft of final specifications for point-based addressing. Taking a survey of groups that have LiDAR interests for national elevation. Geography bee. Wright: ESRI Education license for elementary and secondary education being evaluated. Imagery server setup and testing at MSDIS. The OGI Strategic Plan was approved and made available online.

Benchmark testing for image server scheduled for April 20. May schedule a second test. Geoportal has been difficult to implement. Having to go through 13,000 metadata records individually.

Cook: Meramec region (several counties) LiDAR project. Working with several agencies to increase their resolution requirements. Will be able to process all counties except Dent at high resolution if another $12,000 can be found. Have a similar situation in the Grand river. LiDAR stakeholders meeting being planned to be held at NRCS in Columbia. Wagner: kickoff meeting for next round of St. Louis area imagery and LiDAR acquisition.
Homeland SecurityDebbie Briedwell
Met on Tuesday. Virtual USA MOA has been signed. Missouri is an official member. vUSA is a Department of Homeland Security program that provides a secure portal for sharing data feeds between member state and federal agencies. Getting ready for New Madrid earthquake exercise. Missouri now has a portal in the secure Homeland Security Information Network, with a page dedicated to GIS. KML layers and mapbooks will be available for download there. Working on train-the-trainer presentation for US National Grid. Google Earth project is completed (Google Earth and critical layers on a thumb drive). Haithcoat: have acquired NavTeq data for Missouri State EOC, National Guard and MIAC use.

Gerike: have not met formally. Discussing how to build survey of local government inventories. A form is incorporated into the new website that will help build a directory listing of city/town, county, and regional GIS.

Have 64 registered for Branson workshop on April 21 at the Branson RecPlex. Southeast workshop has seen significant changes from a for-fee, two-day event to a free, one-day event. Will also have a vendor area.

Everything reported last month is moving along. SB368 has been read twice in the house; Senate committee votes have been unanimous. Question from Marsh about surveying legislation.

Missouri GIS ConferenceTony Spicci
Schieber: Final full registration count was 134. Conference will clear $4,786.80. Saved on some expenses and had some late revenue. Waiting on two payments totalling $300. Will write check to MGISAC after those are received. Survey results (n=77) were generally favorable. Cost was seen as a good value. Respondents less fond of Tan-Tar-A. Spicci: Where do we go in 2013? The date seems to work well for people. Location is worth discussing. Will not get rooms in St. Louis or Kansas City for under $100 in a hotel with the facilities we need. The most logical choices are Columbia, Jefferson City, or Springfield. Discussion of location and hotel needs. Discussion of financial implications and whether the University or the State should be the contract signatory. Motion from Spicci that MGISAC contracts with CMP for 2013 conference planning pending dollar approval. Continued discussion. Motion withdrawn. Continuted discussion of alternative ways of approaching the conference. Cook ended discussion and gave everyone an assignment to discuss their ideas on the mailing list. Cook asked Schieber to prepare costs to evaluate 1 to 6 new locations.

The GeoMAPP project grant is moving along. We are currently working through some of the contracting issues to be a part of the grant. This is a geoarchiving endeavor that is in partnership between the Library Congress and a multi-state team. Here in Missouri the State Archives, ITSD and MSDIS have partnered to examine geoarchiving possibilities at the state and local level of geospatial data. Teaching Geography Is Fundamental Act in US Congress
The Teaching Geography is Fundamental (TGIF) bill was introduced in the 112th Congress March 2, 2010. It is US House bill is H.R. 885. The US Senate bill is S.434. This is a bipartisan bill in both the House and the Senate. I was on Capitol Hill and met with staff and/or the member of Congress for the entire Missouri delegation March 3, 2011. I would encourage members of MGISAC to share this information with others as geography education is key to our industry and the public understanding of what we do as professionals.

NASA HiGETT Meeting
In April I attended a workshop at NASA-Goddard focused on how to integrate remote sensed data into high school curriculum. There was a NSF project that created curriculum for community colleges in the past few years and the folks that brought us together wanted to consider how to better integrate RS, GIS and GPS data in high school curriculum. If you have any ideas or questions about this topic (in Missouri or in general) please don’t hesitate to contact me.
GeoTech Youth Camp
Registration is open for the GeoTech Youth Camp that is part of Summers@Mizzou. It is a residential 4-day camp that will take place the last week of July. This is the 3rd year this camp has been offered. This is sponsored by the Geospatial Extension program and the Department of Geography at Mizzou. It is for rising 6-9th grade students. Missouri State Geographic Bee
(was mentioned by Tim Haithcoat earlier) The Geographic Bee for Missouri was held April 1 and I have included information below about the winners and links to some of the Columbia media coverage of the event. If you know of a school that has students in grades four through eight, be sure to encourage them to register to participate in the Bee next year. It is a great way to generate enthusiasm about geography! Contact Shannon for information about the Bee at a local school, state or national competition. The national competition will be in May in DC as mentioned in the brief description below.
Cape Girardeau Student Repeats State Geo Bee Win
For the second year in a row, Joshua Vogel, and eighth grader at Trinity Lutheran School in Cape Girardeau won Missouri’s state-level competition of the National Geographic Bee. One hundred students from all parts of the state competed in the Missouri Geographic Bee on Friday, April 1 on the campus of the University of Missouri-Columbia.
To advance to the state contest, Vogel and his fellow competitors won school-level Bees and then took a challenging written test. The students with the top 100 scores in the state qualified for the State Bee.
Also for the second year in a row, in the championship round Vogel faced off against Rohit Rao, an eighth grader from Jefferson Junior High School in Columbia. The two were tied after three championship round questions. The third tiebreaker question produced the state champion: “What country is the only predominantly Muslim country to have a currency called the rupee?” Vogel answered Pakistan, while Rao answered Bangladesh. Pakistan is the correct answer. Jack Greer, an eighth grader from Frontier Middle School in O’Fallon placed third.
Vogel will represent Missouri in the national competition in Washington, D.C., May 24-25. He will compete against the winners from the other 49 states, the District of Columbia, and the U.S. territories. The national champion will receive a $25,000 college scholarship, lifetime membership in the National Geographic Society, and a trip to the Galapagos Islands.

Paul Wright reported on this but I had it written down, just in case it was missed. We had a meeting with many of the DESE curriculum heads to give a demonstration and discuss K-12 curriculum integration with GIS technologies. Students from the Columbia Area Career Center (and their teacher Laura Estabrook) were also in attendance and discussed it from a career technical perspective.
