Jeff Schloss:Two proposals crafted to extend state membership. Explanation. Motion to amend by-laws with proposal #1 by JimLaScala, seconded by Jeff Haney, approved by vote. Motion to nominate Nathan Mattox from Missouri State Highway Patrol for MGISAC membership passed by vote.

Data DevelopmentRay Fox/Jeff Schloss
Talked with Ray Fox about Data Development in light of the Strategic Plan. There are items in the Strategic Plan that are not realistic at this time or should be moved around. JimLaScalaasks Pam Kelrick if she is willing to have changes to the Strategic Plan while changes to the Work Plan are occurring. Pam agrees that there are some things that need to be updated in the Strategic Plan. She would like to get through initial Work Plan changes that incorporate things already done in this fiscal year. She does want to review the Strategic Plan. Conversation between Jim and Pam. Jeff Schloss asked whether the Work Plan report for the current fiscal year should be reviewed by the subcommittee or the full MGISAC. Pam indicated that the Strategic Planning Subcommittee should review it before it is sent to the full MGISAC. Jeff Haney indicated that the full MGISAC should also review and approve the next report.

Mark Duewell mentioned that Tim is trying to arrange dates and a location to host – WallaceMcMullen(DMH) has volunteered his location but has received no reply from Tim as yet.
GIS Training & CertificationTom Stokes
Have met a couple times now; in the process of constructing a proposal for Gerry Wethington. Thinks that by the November meeting he will have a proposal and approval from Gerry. Planning to bring trainers in to MO-TEC. Sent surveys out to State members and have four responses. He will use responses as supporting documentation, so please return as soon as possible.
GIT ArchitectureTim Haithcoat
Jeff Haney mentioned that the Architecture effort had seen some inactivity but it was about to ramp up again.
Homeland SecurityDebbie Briedwell
Meeting on October 28 at 2:00 p.m. at the Elm St. conference center. Will set the new direction for the subcommittee. Working on getting participation from other agencies.
Local GovernmentSteve Marsh/Gary Mook
St. Louis area local government survey moving forward slowly. However, adraft of the survey results from the MGISAC Local Gov’t Forum was distributed and will soon be available via the web.
NominationsTom Stokes
Tom distributed anominating subcommittee work schedule created by Jeff. Tom requested that the modified terms of office be reflected on the web site membership page. Tom extended his thanks to Jeff Schloss and Helen Stewart for their help on nominations and elections. Discussion about identifying non-state potential members.
Strategic PlanningPam Kelrick
There are seven subcommittee members now with others assisting. November 5 is the last day to submit draft documents for changes before the subcommittee meets on November 18 (following the full MGISAC meeting). November 26 is the last day to submit changes before the subcommittee meets on December 9 (also following the MGISAC meeting).

MSDIS Activities
Mark Duewell: quarterly report handout. Format changed from previous quarters. Explanation. Discussion. Metadata issue: Missouri Census Data Center not providing metadata, but should (as data steward); MSDIS could, but very time consuming. If anyone has pull at MCDC, please assist. Does committee want MSDIS to determine cost of work? Discussion.
Round Table
JimLaScala: Kansas City Mid-America Regional Consortium started back up, more active KC metro GIS.
MoDNRjust submitted an updated data set depicting probable sinkhole locations to MSDIS. If you are using the original version of this data set, replace it with this update since there are known problems with the initial release. The update contains numerous corrections, additions and enhancements. Reminder that this and other data sets on the MEGA CD currently being sold are all publicly available through MSDIS at no charge.
