The meeting was called to order at 10:32am.

  1. Approval of Prior Meeting Minutes – Chair

The October 2021 minutes were not posted to the website prior to this meeting, will be voted upon by the voting membership at the December 2021 meeting.

  1. MGISAC Administration

 

  • OGI Report – Tracy Schloss

Colin Duewell- uninstalling Portal this evening, as it was not configured properly when initially installed. A proper configuration should be done in the next few weeks.

Tracy – there is a new OA commissioner, Jeff Zeller. Discussion about the NG911 proposal.

Wiley – How do we close the communication gap?

  • Brian – local psaps are the owners of the data in most cases. Boone is a bit different in that the data originates from outside the PSAP.  Communication should be happening between the local PSAPS and local government entities.  Hopefully communication is happening at the local level.  911 board within local PSAPs.
  • Wiley – Foster Communication between local GIS data owners and local PSAPS?
  • Brian – Yes, that would be a good place to start.
  • Wiley – State agency perspective – 115 different ways that the locals are handling 911 and GIS partnership. Discussion helps to understand the problem.
    • MSDIS Report – Tom Vought

Steady stream of data usage, mentioned the downtime earlier in October. Testing a new environment to display who creates data for MSDIS and the Hub site, including logos.

  • Treasurer’s Report – Tim Bixler

Nothing new to report – $23,321.12 balance

33 total members (no change); a reminder that Cassie Twehus took over for Alex at MoDOT, and Steve Kasten last I heard had taken over for Tim Donze at Surdex.

  • By-Laws Report – Colin Duewell

Update on missing vote/changes for by-laws in 2019; there will be a revote in December on the changes to ensure everything is done properly, and on record. Discussion about another change in the by-laws, which will be highlighted as well in another sending.

6.1 Data Development – Buster Schrage

  • Anything additional from Buster
    • Imagery Funding for next years flight
      • Tim Bixler – DNR has come up with some funding
      • Looking for another partner – $157K’ish
      • Having ability to have GIO discuss at State level
    • Emergency Management Working Group
      • In detail – Ask that Brian made
      • Thought there would be a vote?
      • Jennifer – Will need to do a roll call vote in December. Tabled today
      • Discussion further on the ask at Emergency Management working group before next MGISAC
      • Feel free to join
      • Jennifer – Local Gov with issues should reach out to Brian and Buster on potential concerns

6.3 MOGISCON’21 – Colin Duewell & Melissa Johnson

  • Nobody is really doing outreach activities. Any ideas on the kind of outreach activities that the committee should be supporting

      • Please submit to committee through list-serve
    • Melissa Johnson – Survey of projects on topics of interest?
    • Jennifer – Survey might not be a bad idea to give a starting point.
    • Wiley – Outreach and regional conference – Communication and outreach to local governments
      • Need grassroots approach and engage with local individuals
    • Jennifer – Need to get back in the groove of organizing outreach activities and normalcy.

  • Jurisdictions in Missouri – State of Missouri, Counties, Cities, and Townships
    • Appeal – Count Question program (CQR)
      • Highest Elected Official will be contacted with instructions on how they can initiated an appeal
      • Can’t receive from State unless through Governor’s Office
      • Cases start being received in January 2022

      • Mean population center from the 2020 Census Count released
      • To be announced. Has been in Missouri for a number of decennial Census
