MSDIS General News
During the Image Server Outage during the week of 18 November (see below and Appendix I) we took stock of the traffic of each individual imagery service. In order to reduce some unnecessary, albeit minimal, strain on the server, we took several of the older, situation-specific imagery services offline that, to be honest, weren’t being used anymore anyway. The majority of these services were isolated to older natural disaster imagery such as the Joplin tornado. Other services removed were duplicates of services that were being housed in multiple Imager Server folders. As our users took time off for the Thanksgiving holiday, we dissected some of the usage statistics for our download applications. As expected, the LIDAR download tools and The Missouri Map have been used significantly more than the many individual imagery download tools that we initially developed before deploying The Missouri Map. Owing to their lack of use, we have taken the individual imagery download tools offline. All downloadable imagery are still available via The Missouri Map, the LIDAR download tools, and the MSDIS Data Library.
MSDIS Down time
The MSDIS imagery server was restarted on 18 November due to lost HTTPS capability. Through help from ESRI Customer Service, the security credentials were restored by restarting the server in HTTP Only mode, then restarting in HTTP and HTTPS mode. The initial problem was likely caused by an unexpected server restart over the preceding weekend for a Windows update. After the above-mentioned outage, several of the 2015 DOQQ imagery services were disabled during due to an inability to publish image mosaics developed in ArcGIS 10.6 through ArcGIS Server 10.4. The services were disabled for approximately one week while MSDIS conducted various tests to isolate the cause of the publication problems.
4.3 Treasurer’s Report- No expenses. Balance: $24,469.35

4.5 By-Laws- Seconding motions. We do not neet to record who seconds a motion, just that the motion is made. A second also doesn’t mean you approve, only that you want to see the vote move forward.
Discussion Topic-Census 2020 Update
Opportunity given to change the geographies of census tracts and block groups. Starting verification mid-January. Census designated places are not incorporated places that aren’t actually cities. Boundary and annexation survey where counties and cities can update their boundaries. Boundary validation every 10 years. Goes to highest elected officials with what Census has for boundaries. Must have changes by March 1st to get verification in June. Census has excel sheet that shows boundary changes over the years.
American Fact Finder website is being phased out. Must use data.census.gov to see ACS data. Data.gov will contain everything.
Due to Differential Privacy some tables will no longer be available. Differential privacy is an attempt to protect responder’s privacy. Tables will be renumbered once certain tables are removed.
Voting district data program- 1 final review in January for counties where there are still questions. Reviewing 2018 boundaries.
Addressing is wrapped up. OGI put in a lot of time on addresses. LUCA. New Construction. People who missed the deadline for New Construction program can still submit through Matt.
Count review. Only for states to look for missing blocs of addresses.
Census.mo.gov is the Missouri state site. It’s geared for people who are hard to get counted such as students, new citizens to the country, Amish, etc. Will have ESRI hub for local committees with outreach efforts to share information.
Committee Reports
6.1 Data Development- First meeting of EMA group last Tuesday. Setting up a course of actions and tools for emergencies. Letting everyone know the group exists to reach out to. Have gone through old imagery contract and pulled out technical stuff. This can be put in RFP to get new contract. It has been 5 years since leaf-off was flown. Hoping that will stir state agency cooperation and participation in the contract.
6.2 Education- Going forward with public campaign to bring awareness of GIS and need for it. Making progress with allowing students to work outside jobs. Trying to get DESE on board for funding. This would allow other schools to add GIS to curriculum. MSU may participate in MGISAC. MoDOT GIS workshop is January 22nd for RPC and data users.
6.3 Workshops- January planning for workshop. MOGISCON’21 RFP is finished and sent out.
6.4 Strategic Planning- Need another meeting.

7.1 MAGIC- January meeting is where agenda for conference will be set. Still looking for presenters. Awards are still open.

8.5 MSPS- Surveyor group looking to update survey law. Mostly to clarify. National Institute of technology wants to adopt international foot rather than US foot. Survey display going up at the capitol.
Open Discussion- State Board on Geographic Names named a new creek. Joe gave a presentation. There is a bill stating 10 acres or more must be surveyed. Not practical the way it’s written.
