State GIO DiscussionRyan Lanclos

State GIS members met October 28 for a strategic planning session: mission statements, etc. Ryan has met with all state MGISAC members and some others local to the central MO area, discussed future directions of GIO and what they are currently working on, etc. Will begin meetings with local members when possible. Will form a State working group to focus on state issues like the ESRI contract without taking up MGISAC time. State working group will report back to MGISAC. Homeland Security Advisory Committee meeting at 10 a.m. today; Ryan and Tim H. will leave early for that. GIS appendix submitted for inclusion in the state Homeland Security plan but have not heard a response back. Geocoding came up frequently in visits; also in ITAB; enterprise solution for state proposed. Please write Ryan if you are using geocoding or are interested in using it in the future. ESRI licensing proposal letter written, approved regionally, off to corporate for approval. November 15 ESRI and IBM will host a GIS roundtable at the Capitol Plaza hotel; former Wyoming Gov. Geringer speaking.

Recreated MGISAC web site within aWiki. All previous content imported without bias. Have simplified site organization in the process. Recreated 171 pages plus 207 attached files. Any member may edit (almost) any portion of the site using the password previously provided in email. People with knowledge or ownership of older content are encouraged to update or remove it. Strongly encourage everyone to expand content. David cannot attend December meeting, Tony S volunteered to take minutes.

Meeting cancelled as Ray could not attend and Jeff did not receive conference call arrangements. Need own conference call setup. Tony S suggestedhttp://www.freeconferencecall.com which is free although you have to pay long distance charges. Jeff S: attended MORAP data needs meeting; ranked 23 data sets by priority. Timing of leaf-off imagery effort and the proposed Imagery for the Nation program. Possibility of adding LIDAR to leaf-off effort. Need a data steward for the National Hydrography Dataset. Meeting December 5 at the DNR Elm St. Conference center in Jefferson City.

Local Government GroupSteve Marsh/Greg Resz

Steve M: good meeting last month. Tried to narrow focus to 5-6 goal areas. Will try to put tasks to 1-2 of them. Meeting after lunch. RFP out in KC for regional imagery. Seven of eight MARC councils, all Jackson Co cities, some fire and water districts are participating. Jackson Co and a couple KS counties are flying LIDAR. Cost for entire county is $70,000 providing all products including 2 foot contours. Price went up from $75/sq.mi. to $103/sq.mi. due to fuel costs. Adding another (contiguous) county would reduce costs by $10/sq.mi. Liz C: LIDAR was the number one need from the MORAP data needs meeting. Steve M: originally 2 foot contours for just unincorporated Jackson Co was going to cost $250,000.

Next meeting 11/17 in KC, bus going. Only a couple months away from Symposium. Agenda just about full. Should MGISAC be a sponsor of the MAGIC Symposium? Description of sponsor options. MGISAC has been a platinum (or equivalent) sponsor in the past. Motion from Steve M to sponsor MAGIC Symposium at the Platinum level. Second by Michael G. Liz C requested one of the free registrations as she is a speaker but USDA is not paying for conferences. Pam K suggests putting names in a hat for free registrations, or some other method of picking who gets the two free regs. Steve M accepts friendly amendment. Discussion. Jeff S suggests discussing this next time when people know a little more. Discussion. Friendly amendment withdrawn. No more discussion. Motion passes by vote. Mark D tasked to proceed with Platinum sponsorship.

Missouri is a RAMONA test site. Goal is for all test sites to have RAMONA data in by December 1. Geospatial One Stop version 2 supposed to launch very soon. Imagery for the Nation continues to move forward. NAIP has funding for 2006. Tony to stump for Imagery for the Nation at next NAIP meeting. Concerns about existing programs going away because of Imagery for the Nationnot the intent. E911 legislation passed, appropriation bill hopefully coming soon. Discussion. Tony S: how many are interested in seeing the state surveys?

Dan Ross spoke with Jeff F and Ryan L and Tom S about GIO roles. Consensus is that having both Ryan L and Tom S as MGISAC members is a duplication of effort. Tom S will be submitting his resignation from MGISAC.

Moved up due to people having to leave early. Quorum established. Arnold W withdrew nomination. Call for nominations from the floor repeated thrice. No nominations from the floor. Motion to close nominations approved by vote. Motion to affirm Tony S as Vice-chair approved by vote. [Went quickly so some details not recorded.]

MSDIS ActivitesMark Duewell

Increasing disk space due to lots of data coming in. Added 250GB disk for non-SDE data. 2004 CAP and FEMA Flood Mod data coming in: Montgomery Co 911, Meramec RPC Illegal Dump Sites, MARC Natural Resources Inventory.EastWestGateway also offering significant amounts of data – details to be worked out with Gary M. MSDIS is advertising a Grad Student position to assist Martin with web apps. Wenbo Song will address SDE requirements. Discussion of one more position is ongoing. Many new additions to MSDIS web site – especially in the area of local government. MSDIS has made it easier for Local governments to submit data for USGS National Map CAP and FEMA Flood Mod . GTC Mobile classroom available, bring GIS training onsite – price quite reasonable.

State of Missouri ESRI ContractSonny Sanders/Tom Stokes/Ryan Lanclos

Tony S question: when will this be in place? Sonny S: tricky question. Could happen really quickly. Existing contract ends February 28. Tony: my maintenance contract ends February 8. Discussion.

Tony S: have reserved and confirmed Credit Union conference room for all 2006 meetings (though we could still be booted). Conservation moving to enterprise implementation.

Arnold W: nudging roads to match NAIP imagery. Moving to 9.1 next month. Discussion of centerline work.
